Serve as Chief of the Contract Management Branch, Engineering Division, Directorate of Public Works.
Incumbent is responsible for managing, directing, and planning all branch activities, including the administration of all Mission and Installation Contracting Command (MICC) administered construction and service contracts performed for the DPW.
Review all contract documents for clarity and adequacy and recommends changes necessary to enable proper contract administration.
Inspect completed services and notifies contracting officer and contractor of violations and deficiencies noted, particularly in the areas of scheduling, cost and technical performance adequacy.
Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier-1 background investigation.
Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
Must possess and maintain a state driver's license.
Safety glasses, safety boots, and earplugs are required.
This position requires occasional TDY - 5%.
Works in areas where slippery or uneven walking surfaces and must climb to elevated positions.

Specialized Experience: One year of specialized experience which includes: 1) Directing quality assurance programs for large-scale, complex construction projects to ensure strict compliance with contract plans, specifications, and building codes; 2) Providing technical and administrative supervision/team leadership to project management team by assigning workflows, evaluating performance, and developing training plans; 3) Analyzing and resolving complex construction issues, contract modifications or negotiating field changes; 4) Experience with construction site health and safety enforcement, hazard identification, and corrective action management in accordance with federal safety regulations such as OSHA, USACE EM 385-1-1, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
