Help

The selectee will provide expert advice and guidance on broad projects and programs within Member Services. Guidance will require extensive interpretation of original legislative and judicial intent and advise on revisions to existing policies and programs to meet requirements. Oversees and assesses organizational need by means of surveys, focus groups, employee feedback, trend analysis etc.

Major duties include but are not limited to the following:

  • Serves as the strategic planning authority and expert who determines Member Service workforce needs through detailed analysis of employment and demographic data, current and anticipated missions and programs, and changes in training methods and technology.
  • Oversees a variety of Member Services mission oriented organizational development programs to include onboarding and leadership development.
  • Develops training for Member Services unit level facilitators using organizational development techniques in how to improve trust, developing a positive culture, and building relationships throughout the organization.
  • Provides strategic planning authority and determines agency workforce needs through detailed analysis of employment, demographic data, current and anticipated missions and programs, and changes in training methods and technology.
  • Performs a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
  • Extracts information from survey and data gathering, summarizes, and identifies significant trends and issues, analyzes, evaluates, and develops continuous improvement strategies.
  • Plans, coordinates, designs, implements, and evaluates the new employee's onboarding that includes a sponsor program.
  • Extracts, summarizes, identifies significant trends and issues, analyzes, evaluates, and develops guidance, and services to continuously improve the knowledge and skills of program participants.
  • Implements knowledge-sharing strategies for new or revised policies and practices to support strategic succession planning management activities.
  • Formulates and administers strategic management plans and human capital programs and goals for the agency.
  • Plans, coordinates, designs, implements, and evaluates the leadership development and mentorship program for both supervisors and non-supervisors.
  • Develops training for unit level facilitators using organizational development techniques in how to improve trust, developing a positive culture, and building relationships throughout the organization.
  • Advise and provides training to leadership and management throughout program development, implementation, and provides leadership in the development of short and long-term objectives.
  • Responsible for the development of technical, leadership and management career tracks and implementation of required and desired training through individual development plans for MS employees.

Work Schedule: Monday thru Friday - 8 hour shift between the hours of 6:00 am - 6:00 pm (TBD by supervisor)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing qualitative and quantitative techniques to assess complex management processes and develop long-range plans, goals, and objectives for agency administrative programs; extracts information from surveys and other databases/information sources in order to identify significant trends and issues, and develops continuous process improvement strategies; and provides expert advice and guidance on agency projects and organizational management programs to include strategic human capital management programs.
