The United States Space Force (USSF) at Los Angeles Air Force Base, El Segundo CA is searching for a Flight Operations Coordinator to support SBD 3 (NH-0301-02, GS-05/11 equivalent).
Description:
The Flight Operations Coordinator and Contingency Plans Specialist serves as a critical link between Space Base Delta 3, Space Systems Command, and military aviation activities within the Los Angeles metropolitan area. This dual-hatted role manages the complexities of transient military aircraft operations at LAX while spearheading strategic contingency planning and installation readiness reporting.
Duties
- Develops and validates peacetime and wartime operational support plans in accordance with AFI 10-400 series and JCS/DoD instructions.
- Liaises with HQ USAF, HQ SPOC, and intra-base agencies to align contingency support with National Command Authority objectives.
- Serves as the Readiness Reporting Manager using the Defense Readiness Reporting System (DRRS) and DCAPES to maintain the installation's readiness posture.
- Analyzes readiness data and provides critical deliberate planning guidance and status updates to Commanders and Directors.
- Acts as the functional POC for day-to-day financial issues, working with the budget office to track and monitor organizational funds.
- Collaborates with project managers to determine funding requirements and resolve resource-related challenges.
This position operates within a high-tempo environment requiring close coordination with civilian agencies (FAA, LAX Authorities) and senior military leadership. The incumbent must be adept at interpreting complex DoD instructions and executing mission-essential tasks under contingency conditions.
Ideal Candidate:
1. Knowledge of DOD, USAF, and FAA air traffic system procedures, aircraft characteristics and airfield criteria.
2. Knowledge of appropriate airfield and air traffic laws, rules, and regulations and the ability to ensure proper input of flight data into the air traffic system.
3. Detailed knowledge of the procedures related to flight handling, routing, airways and airspace structures, and the relationship and coordination required between flight service and other components of the air traffic system.
4. Ability to communicate effectively and tactfully (both orally and in writing) with high ranking military and civilian of all ranks.
5. Ability to act decisively in emergency situations.
6. Ability to operate various communications devices such as radio, desktop computer, intercoms, etc:, and knowledge of procedures for message and report preparation, and notification procedures.
7. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs.
8. Knowledge of command protocol and the requirements for handling distinguished guest.
9. Skill in unit level readiness, operational reporting, DRRS, and Air Force Inspection Systems.
10. Ability to evaluate, develop, direct, plan, manage, organize, operate, and train readiness and operational reports program and requirements.
11. Ability to make instant decisions in advising commanders and unit administrators on a course of action for readiness and operational routine and emergency situations.
12. Ability to communicate effectively both orally and in writing to prepare and present briefings coordinate planning efforts and manage program activities for senior leadership.
13. Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other IT specialists, and to provide user training and support.
14. Knowledge of deliberate and crises action planning.
15. Skilled in planning, organizing, directing, operating, and evaluating command and control procedures.
16. Knowledge of crisis action operational procedures.
17. Knowledge of analytical and evaluative methods and procedures and skill in program operations to develop comprehensive plans and to analyze work processes and continuous improvement efforts to meet customer needs.
18. Knowledge of emergency contingency procedures of internal and external agencies.
Must be able to obtain and maintain a Top-Secret security clearance.
Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
May be required travel away from the normal duty station on military or commercial aircraft.
May be required to work overtime on an unscheduled or emergency basis.
Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
