Duties

Help
  • Develop and monitor civil work project schedules to ensure timely completion.
  • Coordinate civil work project activities across multiple teams, ensuring compliance with the Project Management Plan (PMP).
  • Review and monitor the allocation and expenditure of funds for civil works projects.
  • Assure timely preparation of budgetary proposals and evaluates financial reports to support decision-making.
  • Lead and supervise the work of employees to ensure the successful completion of civil works projects.
  • Conduct performance evaluations and provide feedback to staff to ensure effective team performance.
  • Communicate project status updates to stakeholders and coordinate efforts to resolve issues.
  • Act as a primary point of contact for customers, ensuring their needs are met and keeping them informed of project progress.

  • The selected candidate is required to obtain a Project Management Professional certification from the Project Management Institute within two years and maintain this certification while in this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes: Managing civil construction project schedules, ensuring alignment with the Project Management Plan (PMP); administering civil works program budgets, ensuring proper fund allocation and expenditure tracking.; and leading a project team, ensuring timely task completion and adherence to project goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.

  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.
  • One-year Supervisory trial/probationary period may be required.

  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
