Duties

Help
  • You will develop new methods, approaches and procedures to test and optimize the functionality of systems, networks, and data.
  • You will manage and oversee the continuity of operations for OPM, DoW and DON enterprise systems and applications deployed within the DON in support of the full HR life-cycle, hire to separation, of the civilian workforce.
  • You will evaluate and recommend adoption of new or enhanced approaches to delivering IT services conducts analyses and recommends resolution of complex issues.
  • You will prepare and present reports, representing the organization in interactions with other organizations and provides technical leadership on group projects.
  • You will in collaboration with key stakeholders and senior leadership, identify and define business or technical requirements applied to the design, development, implementation, management and support of software and information systems.
  • You will be responsible for continuous review, analysis, design, modification, development, and evaluation of information systems ensuring compliance to DoW and Secretary of Navy (SECNAV) Instructions.
  • You will be responsible for setting priorities, preparing schedules, and assigning tasks based on employee skills and project demands.
  • You will complete performance management tasks, communicating expectations, holding subordinates accountable, promoting development and training, and addressing performance and conduct issues.

  • This position is eligible for ad-hoc/situational telework at the discretion of management.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area PROGRAM MANAGER level ADVANCED within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The incumbent participate in a continuous learning (CL) program as described in SECNAVINS 5239.20A and SECNAV M-5239.2.
  • An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
  • Overtime, Shift, or Weekend shits may be required due to work requirements (up to 10% of time).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing new methods and procedures to test and optimize the functionality of systems, networks, and data; Experience managing IT/IM enterprise systems, programs, and operations; Experience with Manpower and HR systems, data management, and lifecycle management. In addition, your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
