Duties

Help
  • Participates in meetings concerning operating programs, advises on the financial status of programs, discusses operations, progress and accomplishments and probable effects of alternative actions.
  • Monitors or directs the review of reimbursable audit program earnings to evaluate new and continuously changing funds and/or obligations. Reviews Agency reimbursable contracts for accuracy and obligates/de-obligates funding.
  • Serves as the Accounting Operations Team Accountant responsible for designing, developing, operating, and administering accounting operations that involve policy, accounts payable, debt collections, accounts receivable, and reimbursement programs.
  • Researches and obligates Unmatched Disbursements (UMDs) from the Defense Finance and Accounting Service (DFAS). Coordinates with UMD POCs to ensure timely resolution.
  • Directs maintenance of the Agency's Defense Agencies Initiative (DAI) accounting system for obligation and disbursement of funds by object class.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes: reviewing earnings of the cross-servicing payroll/disbursing arrangements; researching and obligating Unmatched Disbursements (UMDs); researching and obligating/de-obligating funds for reimbursable contracts and financial documents; overseeing accounting systems, and experience in preparing, analysis, and presenting accounting data.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level II certification must normally be completed within two years of the selectee's employment start date.

Education

Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.
