MAJOR DUTIES:

  • Directs the personnel management program for Nursing Service performing or overseeing the full range of human resources requirements.
  • Acts as the liaison with the Human Resources office concerning personnel-related matters.
  • Assists managers and staff in projecting staffing needs, preparing performance plans and appraisals, and processing training requests.
  • Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
  • Provides for the overall administrative management of the Nursing Service.
  • Collaborates with Quality Management to ensure continuous readiness with accreditation standards, such as those from The Joint Commission (TJC), Council on the Accreditation of Rehabilitation Facilities (CARF), Occupational Safety and Health Administration (OSHA), and others.
  • Ensures compliance with Nursing Standards through the successful execution of action plans, facilitating the assignment to the appropriate area, and tracking to completion, ensuring the plans are thorough and complete.
  • Assists in the budgeting and financial management of Nursing Services, including budget formulation, justification, and execution.
  • Manages contracting and procurement for small procurements that require varying approaches, including, but not limited to, staff travel, education requests, supplies/equipment, and staff reimbursements.
  • Prepares and reviews purchase orders for supplies and non-expendable property such as equipment.
  • Serves as the Nursing Service point of contact for the facility's biannual equipment inventory, and as the facilitator for the flow of information from each nursing unit and SPS to Acquisition and Materials Management for completion of the inventory.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade Gs-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience supporting healthcare operations or comparable service-delivery environments. This includes knowledge of healthcare delivery systems, staffing coordination, and processes related to patient care services. Experience performing administrative functions such as timekeeping, project coordination or management, and process improvement activities. Experience reviewing and analyzing incoming requests or information, determining appropriate actions, and providing recommendations or alternatives based on an understanding of organizational operations, personnel policies, budget considerations, and work priorities..

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree

    or

    3 full years of progressively higher level graduate education leading to such a degree

    or

    LL.M., if related.
OR,
  • Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

PREFERRED EXPERIENCE: Experience with nursing timekeeping, experience with nursing labor mapping, experience with nursing VISTA keys/menus, experience with ePAS, experience with PIV sponsorship, project management experience with documented training/certification for lean process improvement, COR training/certification, experience with budgets, experience with pulling of data and providing analysis of this data for strategic review and decision making.

Physical Requirements: Physical demands range from sedentary to long periods of walking or standing to observe and
study work operations.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
