Duties

Help
  • You will complete budget formulation data calls/budget execution exhibits and review/enter financial data in the Command Financial Management System (CFMS) and Standard Accounting, Budgeting, and Reporting System (SABRS).
  • You will assist in maintaining financial accounts, both labor and non-labor, and manage all assigned obligation documents.
  • You will serve as the backup to the Command Financial Defense Travel Administrator (FDTA) and load, monitor, and update the funding levels in the Defense Travel System (DTS) for the funded organizations.
  • You will establish and maintain the Lines of Accounting in DTS for each organizational structure when necessary.
  • You will serve as the backup to the Command Lead Defense Travel Administrator (LDTA) and establish and use DTS to maintain organizational structures, routing lists, and the personal profiles of the individual travelers.
  • You will serve as the backup administrator at the command for SLDCADA (Standard Labor Data Collection and Distribution Application) by managing and tracking payroll timekeeping at the command.
  • You will serve as the primary administrator for DCPS (Defense Civilian Payroll System) at the command.
  • You will serve as the primary point of contact for all payroll related questions and work with the Defense Finance and Accounting Service to resolve payroll concerns when necessary.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GG/GS-11) or pay band in the Federal service or equivalent experience in the private or public sector, such as:

  1. Performs in-depth analysis of financial data to support budget formulation data calls and prepare comprehensive budget execution exhibits.
  2. Manages the accurate review and entry of financial data into the organization's financial management system.
  3. Maintains and reconciles financial accounts, including both labor and non-labor, to ensure fiscal integrity and proper allocation of resources.
  4. Oversees the life cycle of all assigned obligation documents, from proper entry into financial systems to diligent tracking and final completion.
  5. Loads, monitors, and updates funding levels in the Defense Travel System (DTS).
  6. Establishes and maintains Lines of Accounting (LOAs) within DTS for various organizational structures, ensuring proper funding alignment for all travel.
  7. Meets regularly with command departments and subordinate commands to ensure proper execution of funding allocations.
