Summary

You will serve as the Division Chief of the Crashworthiness Division, Office of Vehicle Safety Compliance in Enforcement. You will lead the team of engineers who are responsible for compliance programs designed to test and investigate if new vehicles meet Federal Motor Vehicle Safety Standards (FMVSSs) pertaining to crashworthiness. You will lead a staff of five and serve as an expert and advisor to the Director of the Office of Vehicle Safety Compliance.

Help

As a Division Chief, you will:

  • Serve as an expert and advisor to the Director of the Office of Vehicle Safety Compliance in the conduct of compliance programs and investigations to enforce the Federal Motor Vehicle Safety Standards and Regulations, as well as long-range goals for the office. 
  • Determine compliance testing approaches and priorities for the Division, while managing the preparation test procedures, test schedules, and budget.
  • Work with your team to present technical findings and recommendations to upper management.
  • Establish and maintain professional contacts for the exchange of technical information with stakeholders, and stay abreast of state-of-the-art advancements in the automotive engineering speciality areas.
  • Hire, develop, and supervise staff while being sensititive to the needs and aspirations of each individual employee; evualuate employee performance and administer leave.

The ideal candidate for this position is highly self-motivated, possesses sound engineering judgement, demonstrated knowledge and expertise in engineering, and significant expertise working in the field of automotive testing. The candidate should exhibit good leadership and problem solving skills, work independently as well as cooperatively with colleagues, and results driven to help accomplish the agency's mission. The candiate should be detail oriented, well organized, and have strong writing skills. As part of their daily responsibilities, the candidate should be willing to complete intensive paperwork, occasionally handle stressful situations involving highly visile matters with significant public interest, and manage conflict situations tactfully.

  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience in leading people, programs, and services in support of enforcement of or compliance with safety regulations pertaining to regulated motor vehicles and/or safety activities of the U.S. Department of Transportation.
  • Experience in evaluating, interpreting, and/or applying Federal laws, regulations, and/or vehicle standards to the management of operations and budgets for transportation safety programs.
  • Experience communicating and working with agency, federal partners, industry, and stakeholders on matters related to transportation safety.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Engineering Knowledge and Experience- Knowledge and experience related to general engineering, system and/or subsystem testing methodology and quality assurance as it relates to regulated motor vehicles or other regulated forms of transportation.
  2. Engineering Testing-Ability to plan, implement, manage, and report on engineering test programs and budgets, including contracting officer's representative (COR) responsibilities or equivalent.
  3. Communication- Ability to understand complex technical ideas and express views through effective writing, and presentation skills while influencing, motivating, and leading others in a variety of situations.
  4. Investigation Experience- Ability to plan, implement and conduct technical investigations and lead investigation teams on matters pertaining to compliance with Federal Motor Vehicle Safety Standards or similar technical safety regulations intended to protect the public.
  5. Supervisory- Expertise in directing and managing human resources and working effectively with individuals of various disciplines.

Education

MANDATORY EDUCATION REQUIREMENTS:

A. DEGREE: ENGINEERING --To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. <B>OR</b>

B. COMBINATION OF EDUCATION AND EXPERIENCE -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive). All applicants must meet the education requirements under A or B to qualify for applying to an engineering position. Transcripts are required for this position.
