This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight, (CCIIO) Oversight Group, (OG).

As a Health Insurance Specialist, GS-0107-14, you will serve as a technical expert and advisor on the implementation of policies and program operations through regulation and guidance development related to market-wide provisions.

Help
  • Serve as a technical expert and advisor in the internal regulatory development and clearance processes for rulemaking activities in OG.
  • Lead regulation and guidance development as required by federal law.
  • Develop and provide high-level oversight and project management throughout the lifecycle of all regulations that impact the private health insurance market and key stakeholders.
  • Deliver technical assistance to members of Congress and Congressional staff by providing written feedback on draft legislation, responding to formal Congressional correspondence, preparing talking points and/or attending meetings as requested.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:

1) Author regulations related to Public Health Service Act provisions--including those added by the Affordable Care Act, No Surprises Act, or Mental Health Parity and Addiction Equity Act; AND
2) Provide technical assistance to states, health insurance issuers, healthcare providers, members of Congress, or other stakeholders related to health insurance market reforms; AND
3) Track, analyze, or evaluate legislation related to health insurance market reforms; AND
4) Collaborate with stakeholders within CMS, HHS, other federal agencies to develop regulations or sub-regulatory guidance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
