Duties

Help
  • You will serve as the lead Acquisition and Business Manager within Team Submarines, Department of Navy.
  • You will provide overall direction and guidance for the program organization, administration and civilian personnel.
  • You will lead all aspects Acquisition Planning, Strategy, contracting and execution for the OHIO Class Submarine program.
  • You will use advanced principles, practices and techniques of PPBE, Acquisition and Contracting.
  • You will use state-of-the-art engineering technologies and ability to understand and apply new developments within the various disciplines.
  • You will utilize the Navy organizational structure and skill in interrelationships sufficient to lead and coordinate different complex activities.
  • You will communicate orally and in writing to prepare presentations, briefings and talks to high-ranking military (through Flag Officer) and civilian (through Senior Executive Service) managers.
  • You will conduct and document use of a wide range of qualitative and or quantitative methods to assess and improve program effectiveness and to improve complex management processes and systems.
  • You will forecast and manage workload for the program office or functional areas.
  • You will analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
  • You will recognize the trade-offs necessary to determine the resulting impact in terms of schedule, cost, and performance risks.
  • You will provide goals, objectives, program and general guidance for operations consistent with the higher-level framework/guidance.
  • You will identify requirements and define scope of projects which comprise the overall acquisition program.
  • You will coordinate acquisition program requirements for the Program Manager across Congressional interest, DoD, Navy, and industry consulting functional experts both internally and externally.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA). Employee must be able to obtain Level III Certification in Program Management.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing program operations or functions (e.g., cost, schedule, performance reporting, contract activities, logistics, budget and personnel management) in all phases of the acquisition lifecycle to ensure the development, production and deployment for submarines or ship systems.

This announcement uses the Direct Hire Authority (DHA) for Acquisition Demo (AcqDemo) Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

This position is covered by the Department of Defense Priority Placement Program.
