Duties

Help

Primarily responsible for managing the Bureau of Prisons (BOP) nationwide IT Network infrastructure projects in support of almost 38,000 BOP staff.

Prepares, implements, monitors, and updates the project plan, coordinates with the system’s owner and upper level management to ensure the actions are consistent with the approved plans and oversees the design, testing, and implementation of the system.

Provides technical oversight and manages the development of capabilities, trains and develops IT Specialists and advises on the fundamentals and principles of network infrastructure hardware, software, architecture and integration.

Reviews and updates standards for the network infrastructure and identifies network maintenance procedures to include physical network infrastructure and WIFI components to ensure they are compliant with DOJ/BOP cyber security practices.

Plans, develops and implements network information assurance techniques, procedures and guidance to ensure user access control (personnel, software and information security) requirements are in place.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Education:

There is no substitution of education for specialized experience at this grade level.

OR

Experience:

You must have IT related experience demonstrating each of the four competencies listed below.

  • Attention to detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience:

You must have one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/qualifications to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are:

  • Experience in the configuration, administration, and maintenance of Cisco routers, switches, and firewalls to include, but not limited to, Cisco Nexus 7700, Nexus 9000, Catalyst 6800, 9300L, 9300U, 4500E, 4500X, 3850, and 3650 switching platforms
  • Experience in the design, configuration, and installation of a full Cisco wireless solution to include access points, controllers, and network management. Experience must include the full scope of the project from the initial site survey to full installation and configuration.
  • Experience in managing information systems projects to include planning, procuring, organizing, testing, and identifying program change requirements.
  • Experience in installation, configuration, and management of network security devices to include firewalls and intrusion detection and prevention devices; creation and implementation of access groups, access lists, security zones, and security policies across multiple platforms in an enterprise setting.
  • Experience in the installation, maintenance, and administration of an enterprise-class network management system to include configuration, monitoring, auditing, and reporting.
  • Experience configuring the network infrastructure and network security controls to support deploying resources into Amazon or Microsoft Cloud environments.
  • Experience providing instruction via classroom setting or on-site training to staff/ students ranging from introductory levels to advanced network topics.

  • Applicant must have actively worked on Cisco hardware and software for the past 24 consecutive months.

Additional information

The representative rate for this position is $158,306 per annum ($75.85 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency. 

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.  All applicants are subject to National Crime Information Center (NCIC) and credit checks.
