Duties

Help

If selected for this position as a GS-0089-15 Supervisory Emergency Management Specialist your duties may include, but are not limited to the following:

  • Serves as the emergency management advisor to the Associate Director, OEPPR, the Director of the Office of Research Services (ORS), the NIH Director, and other senior level NIH officials, and assists the Associate Director, OEPPR in assuming full responsibility for all actions during the occurrence of an emergency situation.
  • Provides advice and guidance to senior NIH management officials to include senior ORS management, and Institute and Center (IC) Directors and Executive Officers.
  • Assists the Associate Director, OEPPR by serving as the principal emergency planning resource for the NIH.
  • Responsible for coordinating all NIH resources essential to contingency planning and continuity of operations engagement, among other planning and preparedness functions.
  • Provides leadership, advice, and guidance in the development of strategic plans and processes essential to emergency management, planning, and preparedness functions. Ensures that state-of-the-art technologies are utilized within the planning, preparedness, and response methodologies, thus mitigating the various emergencies that may occur within a biomedical research environment.

  • Incumbent must obtain and maintain a valid driver's license.
  • The incumbent must be able to obtain and maintain a TOP SECRET Clearance with Sensitive Compartmented Information access (TS/SCI). The incumbent is required to continuously maintain TS/SCI eligibility as a condition of continued employment.
  • The incumbent may be called in during non-duty work hours to take care of unexpected problems or an emergency situation, and is required to report for duty when so requested by a supervisor.
  • Incumbent will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.
  • This position has an occasional travel requirement of not more than 20% of the time.
  • At the supervisor’s discretion, this position may offer work schedule flexibilities: telework (work from home on an ad hoc basis) and alternative work schedules.
  • A one-year supervisory trial/probationary period may be required upon selection/ placement.
  • This is a Testing Designated Position.
  • Incumbent must submit to and successfully pass an urinalysis drug screening prior to appointment. The incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
  • The incumbent must be able to obtain and maintain a Certified Emergency Management (CEM) Certification from The International Association of Emergency Managers (IAEM). This certification remains in good standings with IAEM.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:

1) Managing and coordinating emergency management, planning, and preparedness programs, plans, and activities for developing, implementing, and evaluating emergency response plans and exercises.
2) Providing leadership, guidance and consultation on emergency communications programs, policies, and procedures.
3) Collaborating with other emergency management organizations and agencies.
4) Developing policies and procedures for emergency communications programs and operations.
5) Providing supervision and oversight to emergency communications staff.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.

  • This position is designated as an "emergency essential" position and the selected candidate will be considered an "emergency essential" employee and will be required to be available, ready, willing, and able to report for duty under all circumstances (e.g., inclement weather, government closings and holidays, lapses in appropriations, non-emergency and emergency situations) for operation 24 hours a day and 365 days per year coverage.
  • Based on your appointment, a one or two-year trial/probationary period may be required. A decision regarding your continued employment with NIH will be made as you near the end of this period.
