Help
  • Responsible for the evaluation and analysis of CMS workforce management programs in order to improve organizational/ operational efficiency and effectiveness and to develop long-range and short-range goals and objectives.
  • Conducts studies and prepares analytical reports recommending new and improved methods of operations or uses of existing resources and programs.
  • Presents study data, options, and recommendations to the Director, managers and staff, other program and administrative staff and negotiates resolution of administrative and management problems on behalf of the Division.
  • Identifies opportunities for automation and serves as subject matter expert with technology staff for existing systems.
  • Identifies best practices and advises leadership on how they could be adopted within CMS.
  • Develops and coordinates data calls and annual enterprise- wide activities to include internal processing and review procedures.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:

1. Reviewing and evaluating organizational restructuring and reorganization proposals to ensure compliance with applicable federal laws, regulations, and administrative requirements (e.g., OPM classification standards, agency policies, and 5 CFR guidance);
2. Collecting and analyzing information from multiple sources to evaluate program performance, identify gaps, and recommend actionable improvements; AND
3. Preparing reports, executive briefings, and position papers on operational activities for senior leaders and key stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
