THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the ADMINISTRATIVE OFFICER, GS-0341-12, is to serve as the Command Protocol Officer, with full responsibility for planning, evaluating, developing, coordinating, and personally overseeing all aspects of the protocol program for the CA Military Department (CMD) Adjutant General (TAG). As the primary staff advisor on all protocol matters to TAG, Deputy Adjutant General (DAG), Commander CA ARNG, Commander ANG, Component Chiefs of Staff (ARNG, ANG, Joint Staff), California State Guard (CSG) and geographically dispersed subordinate commands comprised of one Division, fifteen Brigades, five Wings, and three Training Site Installations.

  • Analyzes and evaluates the protocol program to ascertain adequacy, propriety, and completeness and to determine the degree of program accomplishment. Establishes goals and objectives based on the TAGs intent and prepares command policies and procedures governing all facets of planning for official and social events.
  • Leads end-to-end planning, coordination, and execution of large-scale events exceeding 800+ attendees. Manages all on-the-ground operations, ensuring synchronized execution across multiple teams and functional areas. Directs event setup, layout, staging, audiovisual integration, and flow of operations. Develops detailed run-of-show timelines, scripts, seating plans, and contingency plans. Oversees rehearsals and ensures precision execution of all ceremonial elements. Analyzes and evaluates the protocol program to ascertain adequacy, propriety, and completeness and to determine the degree of program accomplishment. Establishes goals and objectives based on the TAGs intent and prepares command policies and procedures governing all facets of planning for official and social events.
  • ???????Plans and executes activities relating to visits of high-level military and civilians, U.S. and foreign dignitaries, and state and federal government officials. Develops comprehensive plans for official and social visits and functions by analyzing and coordinating the key aspects of each event. Formulates highly complex agendas/itineraries requiring tedious coordination, planning and development.
  • Provides advice and assistance to the CMD Leadership and subordinate Directors on matters of protocol, customs, and courtesies of the Army and other services, private citizens, other government and non-government agencies, and other nations. Attends social and official events, as necessary, to supervise activities. Supervises, mentors, and directs protocol staff and support personnel (20+ personnel) during protocol engagements. Provides training on protocol standards, event management, and customer service excellence. Prepares staff to operate effectively in high-tempo, high-visibility environments.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

ADMINISTRATIVE OFFICER, GS-0341-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Analyzing and evaluating the planning of all official/social functions and events, applying a thorough knowledge of analytical and evaluative methods and techniques as well as a thorough knowledge of the principles, methods, practices and techniques associated with the protocol function, and an in-depth knowledge and understanding of national and international rules, procedures, and forums prescribing traditional and diplomatic customs, courtesies and etiquette; Responsible for flawless execution of large-scale events, effective coordination of high-level visits, and ensuring operational readiness of communications and logistical systems supporting leadership and ceremonial operations.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.

As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I, Subchapter A-Part 11.
