Duties

Help
  • Provide negotiation services, advice, and analytics relative to the cost or price of ancillary contractual issues concerning submitted proposals to the Commander, Program Offices and Contracting Officers.
  • Serve as a technical team leader on cost studies/reviews for the organization.
  • Review direct/indirect cost elements and cost of money factors for the division.
  • Provide analysis of contracts in areas such as direct labor hours, past performance, and cost of previous procurement.
  • Perform detailed technical evaluations of the individual cost elements of a contractor’s proposal.
  • Evaluate acquired technical and/or professional support service findings and recommendations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Report OGE-450 upon entry and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for the 1102 Series: Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must submit college transcripts with your application. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University).

OR


Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience at the GS-12 Level:
One year of specialized experience which includes: 1) Applying cost/price techniques to analyze cost elements on contracts, proposals, modifications, or terminations; AND 2) Preparing contract negotiations; AND 3) Analyzing contractor's projected estimated proposal cost for reasonableness; AND 4) Reviewing contractor-proposed direct and indirect elements.



Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12 grade level.


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
