FV-H Duties:

The incumbent will perform multiple and varying assignments under limited direction from a manager, providing support and assistance to other managers, specialists, and other personnel in connection to the program they are assigned to. The employee demonstrates independence in planning time and using assigned resources to accomplish tasks or small projects to include assembly. Applies experience and advanced knowledge to review and analyze acquisition packages and types of requests for proposals, bids, or quotations, checking documents for errors and ensuring that standard or special provisions are current and in accordance with applicable regulations and policies. Provides a wide range of analytical duties in the conduct of projects and studies of substantive functions to improve the overall work operations. Plans, schedules, conducts analysis, studies, and surveys, which are directed to improve quality. Analyze program areas to discern trends in program delivery such as effectiveness of incorporating various applications into audit and compliance processes, analysis of consolidated report data to measure effectiveness in meeting baselines, or the degree to which program plans and achievements support strategic initiatives. Develops documentation, reports and briefings to include analysis of findings. Analyzes and evaluates work processes and procedures and provides recommendations to systems and processes to improve effectiveness and efficiency. Uses quantitative and qualitative analyses to evaluate program metrics. Maintains automated systems to record, reconcile, validate and track data; identify discrepancies and perform various analytical studies.

FV-I Duties:

Incumbent applies experience and comprehensive knowledge to collecting, extracting, & recording data/information from programs, studies, or reports related to assigned programmatic areas. Gathering and compiling information and requirements from stakeholders throughout the district. ls recognized as a subject matter expert on the assigned programmatic area. Conducts complex studies that result in recommendations to improve organizational processes, structures, and management policies; independently plans for organizational and resource utilization issues that directly influence policy and operational decisions affecting assigned programmatic areas. Provides recommendations on articles for the various communications vehicles available. Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and confonnance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews and discusses recommended courses of action. With program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives. Reviews and analyzes draft regulations, new policies, operating instructions and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner. Develops recommendations based on management studies and surveys and discusses recommended courses of action with program managers to resolve problem areas. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, and developing/maintaining financial tracking systems. monitoring expenditures and developing quarterly/annual/interim reports as required.

Performs other duties as assigned to support the Air Traffic Services mission.

Qualifications

To qualify for this position at the FV-H level, applicants must possess 52 weeks of specialized experience at the FV-G or FG/GS-10/11 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is performing duties independently with responsibility for effective operation and maintenance of technical programs,(i.e. Training, QC, Planning and requirements, and Airspace and procedures), project, policies and procedures. Experience planning, developing, monitoring and executing actions required to manage technical programs.

To qualify for this position at the FV-I level, applicants must possess 52 weeks of specialized experience at the FV-H or FG/GS-12 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is experience in dashboarding, SharePoint development (sites and workflows), and applying Lean/Six Sigma methods for continuous process improvement.
