Summary Continued:
Perform as primary Contracting Officer Representative (COR) for supply/fuels processes within SBD-1/SBD-2 contract to include Geographically Separate Units (GSUs). Performs analysis on contract requirements and develops strategic plans to ensure the capability to support base readiness. Conducts overall surveillance of government owned supplies, equipment, schedules, inspections, records, accounting and administration, quality control and inspection, fuels/cryogenic storage, vehicle service station, fuels distribution and transportation reports. Develops policy, writes and interprets contract verbiage. Performs property management of assets not controlled by other standard Air Force processes.

Duties/Responsibilities:

  • Uses technical knowledge and expertise in the management and operation of supply/fuels functions to assure proper assessment of contractor performance.
  • Analyzes all contractor's records and reports to identify favorable/unfavorable performance trends relative to supply /fuels processes regarding Property Accounting and Inventory Accuracy.
  • Directs modifications to current contract, SOW or PWS, Performance Plan (PP) whenever additions, deletions, changes in workload, directives, or mission support requirements so dictate.
  • Plans and develops installation fuels infrastructure upgrade and new construction requirements.
  • Fuels Responsible Officer/Property Administrator.

  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Knowledge of hypergolic fuels is a plus.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Quality Assurance 1910 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-1 (GS-4 or equivalent in other pay systems). Examples of specialized experience includes: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Knowledge of the laws, regulations, principles, and practices of supply chain management and fuels under peacetime and wartime conditions to direct and manage supply/fuels operations; Knowledge of management principles, practices and techniques in order to plan, organize, direct and control supply/petroleum resources programs; Knowledge of Air Force/Department of Defense Regulations, Manuals and Instructions and ability to interpret operational standards /requirements, contract terminology and requirements associated with supply/fuels programs/operations.

EDUCATION: 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation. NOTE: You must submit a copy of Transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the laws, regulations, principles, and practices of supply chain management and fuels under peacetime and wartime conditions to direct and manage supply/fuels operations.
  2. Knowledge of management principles, practices and techniques in order to plan, organize, direct and control supply/petroleum resources programs.
  3. Knowledge of Air Force/Department of Defense Regulations, Manuals and Instructions and ability to interpret operational standards /requirements, contract terminology and requirements associated with supply/fuels programs/operations.
  4. Ability to review and analyze new theories, concepts, and/or developments to supply/fuels problems to formulate solutions to complex problems.
  5. Ability to communicate, both orally and in writing, clearly, concisely, with technical accuracy to all levels of authority.
  6. Ability to plan, organize work and meet deadlines. Ability to maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This is an acquisition demonstration project position NH-2 equivalent to a GS-5 to GS-11.
