Summary

The primary purpose of this position is: To serve as the Civilian Pay and Budget Execution Analyst for the DoD Cyber Crime Center (DC3), charged with providing effective and efficient management of resources that are linked to strategic planning, budgeting, and performance reporting. Employee performs continuing budget functions involving the formulation, execution, and/or analysis of DC3's civilian pay program and Operation and Maintenance Research, Development, Test, and Evaluation budgets.

Duties

Help

  • As a Subject Matter Expert (SME), performs complex budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no- year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds. Develops and performs assigned budget execution/audit tasks to meet the needs of organization(s) at the operation level, while monitors the use and rate of expenditures of budgeted funds through continuing dialogue with program officials and their staff, review of written documents, and examination of accounting records.
  • As a SME, provides advice, assistance, and guidance on budgeting and conducts comprehensive analyses, reviews, and special studies of budget and/or related information for assigned programs/organizations.
  • Conducts analyses, reviews, and special studies of budget and/or related information
  • Performs miscellaneous duties in support of Civilian payroll functions
  • Processes a variety of complex payroll authorization documents (e.g., leave authorization forms, saving bonds and allotments, employee organization deductions, etc.), makes computations, and prepares proper forms for the pay of the full variety of civilian positions

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicant must one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes a mastery of the concepts, principles, practices, laws and regulations of the Federal budget process and the DoD planning-programming-budgeting system in order to formulate long-range (multi-year) budgetary plans and serve as advisor and consultant to the Executive Director and other senior management on the Federal budget process, and an expert knowledge in reviewing, analyzing, revising , and recommending approval , disapproval or modification of budget requests ( and justifications) submitted by senior management

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations
2. Knowledge and familiarity of Civilian pay process, associated tools (i.e., DCPS, DFAS Remedy), and dependencies (i.e., human resources onboarding pay artifacts, ATAAPS entries, DFAS process).
3. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks
4. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
