Summary

The incumbent serves as the Assistant Inspector General (AIG) for Management in the Office of the Executive Director (EX) under the Deputy Inspector General (DIG). EX is responsible for the policies, planning, and management regarding a full range of administrative and related services in support of the mission and functions of the OIG. The incumbent of this position leads, manages, and supervises the activities and staff of EX in carrying out the functional responsibilities of the Office.

The Assistant Inspector General for Management (AIG-M), who also carries the title of Executive Director (EX Director), is responsible for the executive leadership and direction of programs relating to budget, procurement, contracting, support services, facilities and property management, travel management, security, human capital management, equal employment opportunity/diversity and inclusion, training, the OIG Management Information System (MIS), information technology management, and information security. The AIG-M/EX Director advises the Inspector General (IG), the Deputy Inspector General (DIG) and the senior OIG executive team on management and fiscal policy and provides critical mission-support and administrative services to the OIG's workforce of domestic and overseas operations. OIG has a staff which includes direct hires, a small contingent of Foreign Service Officers (FSOs), and contract employees domestic and overseas locations in Germany, Afghanistan, and Iraq. The OIG is responsible for the oversight of more than 260 embassies, diplomatic posts, and international broadcasting installations worldwide.

As a member of the IG's decision and policymaking staff, the AIG-M/EX Director shares responsibility for the accomplishment of the OIG mission and has the following direct and primary responsibilities and duties.

Strengthen Agency information technology and standards

Provides leadership, direction, and budgetary control in the application of information technology (IT) to OIG requirements. Provides technical advice, guidance, and assistance as appropriate to support Investigative, Audit and other OIG operations.

Recruit, retain, and develop a highly talented, motivated, and diverse workforce

Directs the development and administration of a comprehensive human resources management program for the OIG. This includes development, implementation, and evaluation of internal personnel policies in areas of employee relations, position/organization management, executive resources, performance/recognition management, and personnel management evaluation programs. Arranges for and monitors provision of personnel employment and position classification and certain employee benefit services to ensure that these authorities are executed accurately and adequately to manage and execute OIG operations, powers, and duties.

Manage OIG's budget, financials, and travel

Directs and approves development, revision, and implementation of immediate and long-range goals, objectives, plans, and schedules related to matters falling within the EX portfolio to address substantial changes in funding, legislation, deadlines, priorities, or organizational goals.

Oversee administrative services

Plans, develops, and directs a centralized administrative support program for OIG. Provides full range of administrative services, including records management, space, property management programs and the procurement and contracting program for domestic and overseas operations.

Assure effective operational controls and compliance

Directs the planning, development, and implementation of an OIG quality assurance program to develop improved methods for accomplishing future objectives. Quality Assurance Reviews include formal assessments of the internal controls over the administrative and financial processes managed by EX; ad hoc reviews and special projects for OIG offices and OIG-wide activities, such as time and attendance reviews, coordinating the annual Statement of Assurance submission, developing and referencing the data tables for Semiannual Reports to Congress, producing quarterly performance metrics, monthly open and closed recommendations for the Department and USAGM, as well as the OIG public website, monthly recommendation aging reports to assist OIG Compliance staff with compliance analysis, and responding to ad-hoc data calls. Advises the IG when redirection appears necessary.

Perform Agency leadership responsibilities

Directs Office of the EX Director (EX) staff through subordinate managers and supervisors. Exercises delegated authority to direct the full range of EX programs and to ensure that all operations and activities are carried out in full accordance with applicable laws, regulations, and OIG policies.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy technical qualifications.

TQ1 - Demonstrated visionary leadership overseeing a staff in providing highly complex and technical operational and administrative services in support of organizational programs within the functional areas to comply with legislative requirements and Federal policies related to budget and financial management, administrative operations, information technology, human resources management, and operational control and compliance.

TQ2 - Senior-level experience fostering an organizational corporate culture that (a) embraces customer service and overarching competency; (b) empowers personnel to their full potential; and (c) successfully manages the impact of organizational and external changes to achieve strategic goals.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect the demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Additional information

Veteran's Preference: is not applicable to the Senior Executive Service.

Security and Background Requirements: A background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time.
