Duties

Help
  • Serves as an Attorney-Adviser performing duties under the technical guidance of IMCOM, US Army Garrison-Kwajalein Atoll.
  • Interprets laws generally relating to the Army and its members, and laws specifically relating to activities conducted by the US Army Garrison- Kwajalein Atoll (USAG-KA).
  • Applies relevant statutes and applicable directives, regulations, and other guidance from the Department of Defense, Department of the Army, and the US Army Installation Management Command.
  • Serves as legal advisor, providing comprehensive oral and written legal advice in contracts, fiscal law, ethics, labor and employment, command authority, property, environmental law, administrative actions, international law, and installation law.
  • Reviews for legal sufficiency and concurs or prepares comments to proposed installation regulations and directives, interagency support agreements, and other documents and agreements.
  • Drafts local regulations and directives for which the Office of the Command Judge Advocate is the proponent.
  • Represents the command in administrative hearings before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Civilian Board of Contract Appeals (CBCA) or other administrative boards.
  • Works closely with Provost's Marshal's Office, Army CID, and federal agencies on law enforcement matters.
  • Works closely with other IMCOM attorneys at the region and keeps the Staff Judge Advocate at IMCOM HQ informed on key legal matters.
  • Communicates regularly with U.S. Army Space and Missile Defense Command lawyers as well as contract lawyers at Army Materiel Command.
  • Oversees the proceedings of the Juvenile Review Board sessions for infractions committed by minors.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A two year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
  • This position may require the incumbent to submit a Public Financial Disclosure Report (OGE Form 278e) or a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent to maintain an active bar membership that permits the representation of the Federal Government in the courts of their jurisdiction to the extent that private practice attorneys are able to for their clients.

Qualifications

Who May Apply: Current and former Federal employees and US Citizens.

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSA's:

  • Knowledge of federal labor law and Ability to analyze, provide advice, and represent the agency on labor & employment matters.
  • Knowledge of Government ethics laws and regulations to include financial disclosure requirements and training requirements.
  • Ability to analyze and provide advice on wide variety of administrative and civil law issues pertaining to management of Army installations.
  • Knowledge or ability to learn about fiscal law, to include principles of government appropriations and the Anti-Deficiency Act.
  • Ability to correspond with multiple legal offices at different locations on a daily basis.

Qualification Requirements: The following minimum qualification requirements must be met before applicants are eligible for further consideration:

1) Education: Assignments require the first professional law degree (Bachelor of Laws (LL.B.) or Juris Doctorate (J.D.)). Applicants for initial appointment into attorney positions must be graduates of law schools accredited by the American Bar Association at the time of the applicant's graduation. The Army General Counsel may make an exception upon a showing that a candidate possesses superior qualifications and that no well-qualified candidates from accredited law schools are available.

2) Bar Membership: Applicants must be active members in good standing (as defined by the pertinent bar) of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico.

3) Professional Legal Experience

Experience for GS-11: Applicants must possess one (1) year of professional legal experience after admission to the bar. The Attorney Qualifying authority may grant an exception to this requirement when an applicant possess special qualifications.

Experience for GS-12: Applicants must possess two (2) years of professional legal experience after admission to the bar commensurate with the duties of the position. The Attorney Qualifying Authority may grant an exception to this requirement when an applicant possess special qualifications.

Experience for GS-13: Applicants must possess two (2) years of professional legal experience after admission to the bar commensurate with the duties of the position. The Attorney Qualifying Authority may grant an exception to this requirement when an applicant possess special qualifications.

4) Time in Grade (current Federal employees): Candidates selected for advancement will normally have completed at least one year of service that is one grade lower than the position to be filled. The selecting official may request a waiver of the one year requirement in cases where hardship or inequity exists.

NOTICE OF VETERAN'S PREFERENCE: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., DD Form 214, "Certificate of Release or Discharge from Active Duty") to their submissions.

Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, "Application for 10-Point Veteran Preference", and supporting documentation required for the specific type of preference claimed. The SF 15 will identify the supporting documentation required along with the list of the types of 10-point preference. Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.   • Locality pay does not apply in the overseas area.

Living on Kwajalein Atoll is unlike any other US Army post in the world.

There is a fully functioning community including a bank, post office, shops, schools and a small hospital, as well as buildings and installments to support the US military mission. Some of the intangible benefits of life at Kwajalein include great year-round tropical weather, not having to commute or even own a car as well all ride bicycles, delicious local seafood, almost crime-free, safe neighborhoods, numerous community events, and water activities such as deep sea fishing, windsurfing or kitesurfing, scuba diving and snorkeling at the white sand beach and crisp blue waters.

Scuba diving and snorkeling in the waters surrounding Kwajalein is a popular pastime for island residents. A nine hole golf course is present. Tennis courts are available and volleyball on the beach is played every Sunday morning. Fishing is very popular trolling by boat for Mahi, Ono, and tuna.

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
