Total Rewards of a Allied Health Professional

The major duties of the Medical Instrument Technician (Echocardiography) include, but are not limited to: Responsible for independently performing a full Image of adult echocardiography procedures including M-mode, 2-D, Doppler, transesophageal and stress studies. Implement new procedures as approved by ACC and the VHA such as STRAIN and other future discoveries. Patient Workflow management is also required.

  • Supports physicians and other medical professionals in using diagnostic instruments, equipment, and accessories.
  • Ability to perform complementary ultrasonic examinations (including noninvasive) transthoracic, Bubble studies and contrast echocardiography, stress echocardiography, and Trans esophageal echocardiography.
  • Knowledge of normal and abnormal cardiac anatomy and must be competent in the production of diagnostic quality images and Doppler frequency shift recordings using M-mode, two-dimensional, pulsed and continuous wave Doppler spectral display, and color flow Doppler imaging.
  • Able to perform complex procedures such as cardiac studies of the four chambers of the hart and valves using sector-scanning techniques to detect stenotic and incompetent valves, chamber enlargement and pericardial effusion and cardiovascular studies deriving pressure gradients across obstructed valves, STRAIN, etc.
  • Registered staff sonographers must possess the knowledge and ability to perform intravenous administrations for the purpose of bubble study echocardiograms and contrast echocardiography. Specifically, agitated saline and Perflutren lipid microsphere (Definity).

Work Schedule: Monday through Friday, 7:30 am to 4:00 pm. May include evenings, weekends and/or Holidays.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels.
  • Licensure or Certification. Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities.
  • English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
  • Grandfathering Provision. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation. Such employees in an occupation that requires a Licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. ยง 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-9 Medical Instrument Technician (Echocardiography):

Experience.
At least 1 year experience comparable to the next lower grade level, GS-8, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be experience which demonstrates possession of the knowledge required in order to provide all aspects of echocardiography services. For example, experience includes identify and record anomalies indicative of disease, injury, or other medically significant condition from ultrasound imaging and simultaneous recordings of the Doppler. change and develop sounding techniques to accommodate such variables as limited patient mobility, variation in physical condition or dimension of the patient, presence of prosthesis or foreign objects, and ultrasonic response of different body parts. They produce diagnostic quality images and Doppler frequency recordings using M-mode, two-dimensional, and Doppler ultrasound. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

Demonstrated Knowledge, Skills, and Abilities.
1. Knowledge of the more complex examination and treatment procedures and techniques in order to provide training and supervision in these procedures, to evaluate and initiate performance improvement projects, and to write policies, procedures, and protocols, that pertain to Echocardiography.
2. * Knowledge of JCAHO and other regulatory requirements.
3. Ability to communicate effectively and professionally with employees at varying grade levels.

Preferred Experience: at least 5 year(s) experience.

The full performance level of this vacancy is GS-9.

Physical Requirements: Ability to access all patient care areas as required. Work requires regular and recurring physical exertion such as standing or walking for prolonged periods of time. Frequent bending, reaching, stooping, and stretching to set-up and take prepare equipment and apparatus. Lifting and repositioning patients. Pushing or Pulling heavy objects echo equipment, oxygen tanks, etc. The work may require specific physical characteristics and abilities such as average dexterity to perform intricate echocardiographic procedures.

Ability to properly maneuver ultrasound probes to ensure appropriate pictures. Ability to focus on computer screens in a dim room for period of up to an hour at a time.

Must meet American Heart Association Heart Code BLS/ACLS guideline to produce a dynamic force of 48 kg/107 lbs for CPR compressions to 5.0 cm/ 2 inches on the Voice Activated Manikin (VAM) system.

The work environment involves regular and recurring exposure to moderate risks and discomforts that require special safety and health precautions. I.e. working regularly with patients and in situations where there is risk of exposure to communicable diseases, blood and or body fluids. The sonographer is required to wear the appropriate protective equipment such as gloves, mask, gowns, etc. to prevent the spread of infections.

The hospital location in a typical office setting where patients receive mental health treatment. There is a possibility of physical harm and safety precautions are necessary. The work envirnoment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries. The work area is adequately lit, heated and ventilated. Special correct ergonomic precautions must be taken with sitting and typing. Since work requires a high level of interaction with patients near clinical care areas employees may be exposed to communicable diseases. Additionally, angry patients or family members so special violence prevention in the workplace safety precautions are necessary and sometimes necessitates obtaining assistance for patients in crises at times confront incumbent.
