Duties

Help

The primary purpose of this position is: To serve as the first level supervisor, Airspace Liaison Manager (per AFMAN 13-204, AFMAN 13-201, and AFMAN 13-212, including INDOPACOM, PACAF and local supplements), providing planning, directing, organizing, and exercising control over Airspace Liaison personnel assigned to the 18th Operations Support Squadron, Operation Location at the Air Traffic Management Center (ATMC), Fukuoka, Japan. Exercises final approval authority over airspace activation and flight routing requirements that affect or influence DoD aircraft operations, for both United States Government (USG) DoD and local host nation Government of Japan (GoJ) air traffic control, airspace management and traffic management unit specialist at the Japan national level. Additionally, develops, negotiates, and maintains multiple international airspace and range agreements and provides oversight for the use of resources Japan nationwide. The scope includes all manpower, organizations, management, and training activities for DoD and GoJ assigned employees. Supervises the accomplishment of work through technical and administrative direction of others, including work assignment, work review, leave approval, performance standards and ratings, and other common supervisory duties such as work planning, identifying training needs of employees, etc.

Duties

  • Plans, organizes, and directs the activities of the 18th Operations Support Squadron, Airspace Liaison component of the Japan Air Traffic Management Center (Fukuoka, Japan), ensuring that airspace and range management operations and training of both USG and GOJ personnel complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents the United States Forces Japan (USFJ) Operations Division (J3) with a variety of cross organizational functional areas and host nation civil and military authorities.

  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.

  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Term position NTE 30 SEP 2028; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program, Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of and ability to apply procedures, requirements, regulations, and policies related to a comprehensive body of applicable Airspace and Range Management Laws, Rule, Regulations, and Procedures including operational ICAO, JCAB, FAA, DoD, USAF, USN, and base directives and regulations including the ability to maintain credibility with others on technical matters as they pertain to airspace and range operations and encroachment management; Knowledge of safety and security regulations, practices, and procedures; Comprehensive knowledge of international agreements pertaining to airspace and range services and aircraft operations in Japan. Must be highly knowledgeable on current Japanese government procedures, laws, customs, and processes relevant to airspace and range operations. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airspace management, range operations, and encroachment.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Detailed knowledge of and ability to apply procedures, requirements, regulations, and policies related to a comprehensive body of applicable Airspace and Range Management Laws, Rule, Regulations, and Procedures including operational ICAO, JCAB, FAA, DoD, USAF, USN, and base directives and regulations including the ability to maintain credibility with others on technical matters as they pertain to airspace and range operations and encroachment management.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Comprehensive knowledge of international agreements pertaining to airspace and range services and aircraft operations in Japan. Must be highly knowledgeable on current Japanese government procedures, laws, customs, and processes relevant to airspace and range operations. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airspace management, range operations, and encroachment.

4. Ability to communicate effectively, both orally and in writing. Possess significant interpersonal and communicative skills, the ability to establish and maintain effective working relationships, and the ability to negotiate effectively and professionally on the international government level. Recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.

5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

6. Ability to direct or conduct unbiased evaluations of technical airspace and range environments. Requires operational knowledge of USF and INDOPACOM air mission requirements, procedures, and military aircraft operational characteristics.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
