Duties

Help

  • Accomplishes flight planning. Plans, produces, files (with EUROCONTROL, FAA and other Air Traffic Control Agencies), and transmits electronic flight planning products necessary to execute air mobility missions supporting JCS, DoD, or non-DoD agencies typically characterized as unpredictable and unconventional.
  • Develops the operations schedule for the 100th Air Refueling Wing.
  • Resolves operational issues affecting unconventional and complex mission legs, and evaluates the mission impact of delays and/or cancellations.
  • Keeps USAFE, AOC, and Wing senior staff apprised of status and developments for assigned missions.
  • Serves as a lead subject matter expert advising senior USAFE and Wing staff on a variety of air mobility operational issues.

  • The position will require uncommon tours of duty during real world crisis or periods of extraordinary mission asking/exercise.
  • May be required to perform other duties of an equivalent grade level as appropriate for the accomplishment of the work. Individual may be required to work uncommon hours, overtime, and at times be on call.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program, Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position is Emergency-Essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority.
  • The incumbent or the designated alternate may be required to take part in readiness exercises.
  • This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • Must be able to obtain and maintain a secret security clearance.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications

Conditions of Employment Continued:

  • Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions, Transportation Operations Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include experience in aerial navigation and aviation techniques, flight operations, flight planning rules, practices, and procedures to develop flight plans. Expert knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics and systems of KC135 aircraft (aircraft altitude/airspeed capabilities).

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of Transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems related to current operations planning and reporting functions in support of current, immediate, or pending flight operations.
  2. Knowledge of a wide range of diplomatic clearance procedures and policies including the DoD Foreign Clearance Guide, AF and command directives, plans, regulations, and processes including those related to the handling of hazardous cargo.
  3. Knowledge of flight operations, aircraft performance capabilities and limitations, airfield information and restrictions, enroute supplements; i.e., runway length, load bearing capability, types of fuel available, etc.
  4. Knowledge of flying instructions, flight information publications (FLIP) documents, guidelines, worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, flight safety issues, aircrew flying limitations and crew rest requirements.
  5. Knowledge of mission and scheduling terminology to coordinate with other operations activities.
  6. Skill in using various computer software programs. Skill and ability to communicate effectively, both written and verbal. Ability to quickly process multiple and unrelated factors and determine solutions to operational problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
