Duties

Help

  • Directs and manages 5th Air Force logistics support agreements.
  • Participates in politico-military and international affairs affecting the 5th Air Force and Japan Self Defense Force.
  • Provides logistics management and execution expertise for all applicable 5th Air Force assigned programs.
  • Performs high-visibility studies, reports and briefings concerning logistics plans and programs.
  • Performs personnel readiness and deployment management functions for the 5th Air Force Staff.

  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • The employee will be required to complete mandatory personnel readiness and deployment manager training.
  • Must be able to obtain and maintain a Top-Secret Clearance w/ access to SCI.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours to include evenings, weekends, and/or holidays. Shift work and emergency overtime may be required.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

  • This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relived by proper authority. The same will be required to take part in readiness exercises. This position can't be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and required that the incumbent or designated alternate to be removed from any military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of logistics and operations support theories, principles, systems and regulations to plan, direct, manage and assess the effectiveness of multi-year logistics support programs for 5 AF and USFJ. Thorough knowledge of all aspects of logistics plans principles, concepts, methodologies, operations and management to accomplish assigned logistics planning mission. Thorough knowledge of regional geopolitics, international relationships, US foreign policy, international protocol and the mission and capabilities of US forces and allies in the Pacific Command Area of Responsibility. Knowledge of joint doctrine and processes and techniques for formulating military policies. Thorough knowledge and understanding of the political, social and economic conditions affecting Japan in the negotiation of long-rang international agreements and mutual logistics support agreements in support of 5th Air Force operations and activities. The ability to negotiate terms of international memoranda of understanding, memoranda of agreements, logistics mutual support agreements, inter-service agreements and base-level support agreements. Thorough knowledge of contingency warfare planning and preparation, including knowledge of OPLANS, CONPLANs, Operations Orders (OPORDSs), CPXs, FTXs, the Joint Operation Planning and Execution System (JOPES), and Time-Phased Force and Deployment Data (TPFDD). Knowledge of logistics planning concepts and experience with formulating planning scenarios in which force capabilities and limitations are analyzed. The ability to innovatively apply these attributes in formulating bilateral arrangements, agreements and plans with the Japan Self Defense Force, especially where there may not be an established standard of precedence to follow. Thorough knowledge of the administrative processes and documentation requirements to ensure personnel readiness and unit deployment capability. Skill in applying analytical and evaluative techniques in the identification, consideration, and resolution of deployment issues. Skill in preparing reports and presenting briefings to senior leadership regarding personnel readiness and deployment operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge and skill in the application of DOD, Joint, Air Force, MAJCOM policy, guidance, concepts and methodologies to plan and execute operational planning, conceptual planning, base support planning, and support agreement directives, concepts, procedures, guidance and policy; to plan and execute deployment activities and meet personnel readiness and deployment requirements.
  • Knowledge and skill to research, gather and analyze facts, draw conclusions, devise solutions to problems and execute required objectives for complex programs to meet mission requirements.
  • Ability to work independently, carry out and complete tasks involving US-only, bilateral and multilateral Operations Plans, Operations Plans in Concept and logistics support agreements.
  • Ability to identify, analyze, and translate complex information; make appropriate judgments, and evaluate options concerning unit readiness.
  • Ability to communicate effectively with a diverse group of individuals, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
