Duties

DUTY 1: Plans, organizes, and directs the activities of the 688 CW Civil Engineering Branch, responsible for the maintenance, repair and construction activities to maintain the overall readiness of 688 CW facilities and assigned spaces, supporting all work activities performed by employees/contractors and any uncleared personnel in SCIF and SAP areas ensuring all work comply with legal and regulatory requirements and meets customer needs.
DUTY 2: Represents 688 Cyberspace Wing with a variety of installation and functional area organizations.
DUTY 3: Conducts space utilization studies of current mission areas and leads upgrade efforts of facility and furniture systems to support new or mission changes & reports to the 688 CW Space Utilization Board (SUB) Chairman.
DUTY 4: Exercises supervisory personnel management responsibilities.

  • This position is open to employees within 688th Cyberspace Wing/LA1CFFGX organization.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs
  • Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and you must meet Facility Operations Service Series 1640 Individual Occupational Requirement.

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations and maintenance with highly complicated technical requirements that do not have a clear precedent such as those at a SCIF; and analyze facility and equipment requirements against technical program facility needs. Must possess knowledge of the AF Emergency Management program, and how to implement an emergency management program at the wing level. Must possess knowledge of federal budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, new construction, alteration projects, replacement of equipment, supplies, or increase in
services. Requires knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation, and shelter operations. Requires knowledge of a variety of federal logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support and equipment management, warehousing, and logistics. Requires knowledge of safety and security practices for government facilities organizations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AF civil engineer instructions, policies, methods, practices, processes and Procedures to ensure requirements execution. Knowledge & skills in applying a comprehensive range of principles, concepts and practices concerning facilities, utility systems, supporting equipment, or service operations with complicated technical requirements that have no clear precedent or plan.
2. Knowledge of security procedures & regulations to maintain an effective security escort program.
3. Knowledge on safety, security and environmental guidance and regulations to ensure compliance with established programs.
4. Ability to oversee and implement programs involving the identification and resolution of difficult issues involving equipment, facility or service deficiencies. Develop comprehensive work packages to capture accurate facility and equipment's requirements against customer needs; include drawings of the existing areas involved, changes required, and detailed descriptions of the work and equipment involved.
5.Ability to develop new techniques, criteria and information involving the repair, maintenance, or modification of equipment, facilities, facility operations, or services.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
