Summary

You will serve as Branch Head for the Safety Office and Command Safety Officer for NSWCCD and all detachments of CARDEROCK DIV NS.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

Help
  • You will plan, direct, control, and evaluate a comprehensive safety/occupational health program involving a wide variety of industrial processes, shops, equipment, material, and machinery, which may be unconventional and unique to the installation.
  • You will conduct inspections, surveys, and audits of all Safety programs.
  • You will evaluate the effectiveness of safety and occupational health standards and policies; and assess the degree of compliance with safety policy and accepted standards using known assurance models.
  • You will develop and recommend changes to policies and procedures to eliminate or control hazards.
  • You will develop long-range strategic safety plans and implementation schedules.
  • You will plan, develop, and coordinate safety and occupational health program initiatives, policies, and guidelines for implementation.
  • You will interpret and communicate safety and occupational health polices and priorities including policies and requirements on incorporating safety and risk management.
  • You will investigate mishaps and recommend actions to prevent recurrences.
  • You will provide expert guidance on hazardous conditions and safety and occupational health related issues through scientific and engineering review and assessment of newly developed equipment and technology.
  • You will assist in the development of risk assessments and job hazard analysis to support the ongoing research and development mission.
  • You will review and consolidate data to identify trends and make recommendations to leadership on remedial actions.
  • You will serve as the final authority on Occupational Safety and advise all levels of management on appropriate safety techniques, methods, and procedures to eliminate/control hazardous operating processes/environmental conditions.
  • You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to to walk, climb, bend and carry moderately heavy instruments and equipment.
  • You will be regularly exposed to the hazard of hazardous materials, temperature extreme, high noise levels, ionizing and non-ionizing radiation.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and directing a comprehensive safety and occupational health program or developing long-range strategic safety plans and implementation schedules for the purpose of supporting technical projects or process controls related to occupational safety and health compliance.
