Duties

Help
  • Performs project management across various phases of the acquisition life to include conceptualization, initiation, design, development, test, contracting, production, modification, and disposal.
  • Plans, analyzes, and reviews major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, and facilities within the Military Health System (MHS).
  • Provides expert consulting in specialized systems implementations.
  • Ensures all aspects of scope, time, quality, and cost are achieved or exceeded utilizing comprehensive project management methodology.
  • Supports the organization in providing support through the phases of life-cycle acquisition management to include conceptualization, initiation, design, development, test, contracting, production, modification, and disposal.
  • Establishes and manages project budget estimates and manages program and contract budgets.
  • Recommends implementation of new technologies, procedures, and applications to increase efficiency or quality of analytic assessments.
  • Develops comprehensive plans involving both short and long-range requirements for Project Management execution.
  • Analyzes the results of reviews to determine the progress and technical adequacy of the projects in comparison with project requirements, and approved baselines for cost, schedule, and performance.
  • Coordinates initiatives to streamline operations and procedures, as well as provide consideration for consolidating services and processes to enhance customer satisfaction.
  • Develops and strengthens substantive ties with community partners and other government organizations.
  • Serves as senior subject matter expert for the Program at meetings and working groups.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is a Defense Acquisition Workforce (AWF) position. The incumbent must meet the DoDI 5000.66 requirements for Program Manager, Practitioner Career Level II Certification.
  • This position requires travel up to 50% of the time.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:

1) Experience managing project operations to support revenue cycle components in a healthcare system acquisition program to include patient accounting, coding, billing, and/or collections;

2) Experience monitoring contract performance to ensure requirements of all assigned automated systems are met; AND

3) Experience formulating strategic execution plans to streamline organizational operations or procedures.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

This is a DoD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management, Practitioner Career Level II certification within 60 months as of entrance on duty.
