Duties

Help

  • Serves as the Senior Air Combat Command Liaison/Tech Advisor for the Director, OAS. Provides technical advice and guidance to OAS, Air Staff, HQ ACC and all other stakeholders.
  • Scientific Studies and Analyses. Monitors and reviews, and on occasion leads system analysis studies on unconventional and advanced future Air Force systems in order to satisfy deficiencies in Air Force requirements.
  • Consultation. Coordinates with Army, Navy, JCS, OSD and other federal agencies as necessary.

  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
  • This is a Critical Acquisition Position. Unless specifically waived by the appropriate component official, (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary)
  • or the employee is "grand fathered" under I 0 U.S.C. 1736(c)(l ), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1733 and 1737):(1) Selectee must be a member of an Acquisition Corps at the time of appointment.
  • (2) Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in this position for at least three years.
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
  • Must have a bachelor's degree in a related technical discipline such as mathematics, computer science, one of the physical sciences, or engineering. Advanced degree(s) are preferred.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. IOR

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

TRANSCRIPTS MUST BE SUBMITTED WITH THE APPLICATION.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes utilizing operations research techniques and concomitant ability to obtain information concerning subject studies so as to be able to perform sound future weapon systems analyses; design, builds, and use very complex, sophisticated mathematical models to simulate real-world environments of many variables; provides judgements concerning advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide the validity of assumptions made and the criteria to evaluate alternatives; coordinating extensive projects; lead individuals and organizations with competing interests on projects of the highest national importance; identify the significant variables and determine their underlying relationships; experience in national defense issues and policies affecting weapon system development; using acquired experience with mastery of research techniques and concurrent ability to obtain information concerning subject studies to perform sound analyses.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
2. Knowledge of national defense issues and policies affecting weapon system development.
3. Skill to negotiate and/or defend findings and program support concepts and maintain good working relationships with General Officers, Senior Executives Service Civilians, and other senior military leaders in the DoD, private industry executives, and foreign countries.
4. Ability to apply quantitative techniques and develop, adapts, modify, and apply models to solve problems or define and clarify alternative solutions for management.
5. Ability to lead teams and originate new ideas, projects, and methodologies.
6. Ability to execute projects and/or studies within established financial and/or time constraints.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
