This position is located at the Hampton Virginia VAMC, Hampton Virginia. The purpose of this position is to provide leadership, instruction, and supervision to subordinate employees assigned to the service's Transportation and Fleet Section. This position functions as a largely independent section chief. The position reports directly to the Chief of Environmental Management.

Duties

Help

Duties include but are not limited to:

  • Assigning, monitoring and inspecting employees' performance and compliance with specifications and ensuring that proper procedures, safety rules, and regulations.
  • Determines and implements deadlines, work priorities, resource needs, and workflow in
    consultation with EMS Chief. Assigns work assignments and sets deadlines for completion.
    Tracks issues cradle to grave for completion and implementation.
  • Collaborates with internal and external stakeholders including Service Chiefs, higher level
    managers, executive leaders, and other stakeholders for planning, staffing needs, budgetary
    resources, and work scheduling at the day to day, quarterly, and annual time frames.
  • Manages resources and shifts workload to accomplish both planned and unplanned activities as needed. Analyses data, investigates issues, and provides plans of correction for a broad range of situations regarding Fleet & Transportation section.
  • Operates platform, van, passenger shuttle vans, passenger buses and similar vehicles to
    transport patients, personnel, supplies, or equipment.
  • Arranges for type and quantity of required vehicles. Administers contracts, ensuring adherence to all terms for the Fleet Center. Enters into service agreements for maintenance, fuel and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result. Manages the Fleet credit card accounts, orders/cancels vehicle credit cards, reviews monthly credit card statements checking for accuracy or misuse and reconciles all purchases on the credit card statement. Ensures that proper maintenance records are kept on all vehicles and pieces of equipment assigned to the fleet.
Work Schedule: 7am-3:30pm (Monday thru Friday), however will need to be flexible and adjust tour of duty as the need arises

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/07/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Preferred:Class B CDL.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions:
Moderate effort is required to control vehicles that carry large numbers of people or heavy loads. Makes frequent arm and leg movements to operatevariouscontrols. Drivers may be required toassist patients into and out of vehicle, which involves physical exertion and frequent stooping and bending. Considerable physical exertion may be required to change tires and make limited emergency repairs such as installing an emergency fan belt or replacing an electrical fuse on open highways.
Operates vehicles in all types of weather and traffic conditions and are exposed to the danger of
serious accidents. Drives in heavy traffic and at highway speeds over complicated road and
interchange systems. Works inside and outside and is subject to drafts, noise and varying
temperatures. Exposed to weather and temperature extremes. Exposed to high noise levels,
vibrations and jolts. Exposed to dust, dirt, grease and fumes. Follows prescribed safety practices.
