The Social Worker (Program Coordinator) provides oversight of the Ocala VA Community Based Outpatient Clinic (CBOC) mental health providers who serve on Behavioral Health Interdisciplinary Program (BHIP) teams in NFSGVHS. BHIP teams are multidisciplinary, including psychiatrists, psychologists, social workers, nurses, and administrative support staff.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Social Worker (Program Coordinator) has direct supervisory responsibility and oversight of 15-25 full-time equivalent employees (FTEE) BHIP multi-disciplinary team members in 1-2 CBOCs in NFSGVHS. The Social Worker (Program Coordinator) also provides clinical care to Veterans 30% of the time. BHIP teams operate both on-site providing face-to-face clinical care and virtually providing tele-mental health care.

Duties may include but are not limited to:

  • The Social Worker (Program Coordinator) is responsible for developing, implementing and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA and Joint Commission standards for assigned programs.
  • The Social Worker (Program Coordinator) will have advanced knowledge and mastery of theories and modalities used in the specialized treatment of complex mental illness and the ability to incorporate complex multiple causation in differential diagnosis and treatment of Veteran patients,
    including making psychosocial and psychiatric diagnosis within approved scope of practice.
  • The Social Worker (Program Coordinator) must have the ability to recognize internal and external conditions and influences, including VA/VHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures including the skill to design and develop the tools necessary to cope with varied situations.
  • The Social Worker (Program Coordinator) has a wide range of knowledge of VA healthcare services, benefits, directives, policies, and personnel. The purpose of this knowledge is to provide guidelines for the care of seriously mentally ill Veterans. Often these directives are vague or must be interpreted to develop program and medical center policies and procedures that rely upon accurate interpretation of the Social Worker (Program Coordinator).
  • The Social Worker (Program Coordinator) must be skillful in approaching individuals or groups in order to achieve program objectives, such as gaining compliance with established policies and regulations. As these procedures may be new and different, the personnel may be resistant to change or uncooperative requiring skills of persuasion, collaboration, or gaining information by establishing rapport.
  • The Social Worker (Program Coordinator) is responsible for coordinating interdisciplinary staffing and work assignments within the CBOCs of NFSGVHS. The incumbent exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
  • The Social Worker (Program Coordinator) has the ability to provide training, orientation,
    consultation and guidance within clinical specialization of practice.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

BASIC REQUIREMENTS - The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
  • Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
GRADE REQUIREMENTS

In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Social Worker (Program Coordinator), GS-13
  • Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the Advanced Practice Level AND must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities (KSA's):
In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Skill in coordinating and implementing one or more specialty program(s), across the facility.
  • Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
  • Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  • Knowledge of organizational structure and impact on program operations.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. The work is primarily sedentary, but may require some walking, bending, stooping, standing, stretching and carrying objects. The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
