If selected, you will serve as an Administrative Officer with responsibility for coordinating all resource needs for organizational activities related to Emergency and Regulatory Compliance Services (ERCS) under the direction of the Deputy Administrator. ERCS is a broad, nationwide program that focuses on all Agency issues related to supporting emergency preparedness and response, and regulatory compliance activities.

Duties

  • The duties may include, but are not limited to:
  • Oversees a staff that provides policy guidance, direction, and delivers a full range of administrative management functions.
  • Represents the Deputy Administrator’s views and policies on program administrative, human resource, and financial issues, and assigns responsibility, delegates authority, and carries out much of the work through subordinate staff.
  • Provides strategic counsel to the Deputy Administrator on financial, human capital, and administrative policy matters providing recommendations to the Office of the Deputy Administrator and the ERCS Leadership Team.
  • On a daily basis provides senior-level expertise, advice, guidance, and assistance to senior leaders, managers, and program supervisors on a variety of highly complex, sensitive operational and/or management problems and issues.
  • Serves as an expert on administrative provisions regarding personnel deployments and solves time-sensitive problems to ensure personnel on the ground have the resources they need to effectively respond.
  • Promotes and advises on personnel programs (e.g., employee assistance program, various intern programs, workers' compensation and unemployment programs).
  • Plans, establishes, and directs a program for establishing administrative control systems.
  • Prepares review checklists covering administrative management programs or functions; conducts reviews to determine quality and compliance with objectives and regulations.
  • Serves as the principal consultant and advisor to the Deputy Administrator and other Agency senior leaders regarding ERCS’ budget.
  • Coordinates all phases of budget development, monitors expenditures, and regularly briefs the Deputy Administrator on the financial condition of ERCS.
  • Performs other duties as assigned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Assessing program administrative operations to identify and implement organizational improvements.
  • Interpreting and implementing federal laws and regulations related to human resources, budget, procurement, records management, or financial management.
  • Leading and overseeing efforts on policy formulation and interpretation, strategic approaches, and process implementation designed to meet program and agency current and long-range goals.
  • Overseeing strategic communications to promote understanding and acceptance of administrative solutions, recommendations, and new initiatives.
  • Leading or supporting organization-wide operational or program activities to include at least one of the following areas: human resources, budgeting, financial operations, procurement, strategic planning, administrative planning and operations, and/or information technology.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
