The Human Resources Specialist (Classification & Recruitment), located in the office of Office of Management & Administration (OMA), provides expert advice and assistance on a broad range of human resources matters to executives, managers and employees of VA-OIG; serves as a technical expert in the areas of staffing, recruitment and position classification; and completes special projects involving matters of unusual technical difficulty, requiring extensive research, seasoned judgment and provides practical recommendations.

As a Human Resources Specialist (Classification and Recruitment), you will:

  • Develop or recommend policy or guidance that supports effective and efficient program operation throughout customer agencies that may involve significant agency action or require extensive changes in established agency policy and procedures.
  • Develop recruitment files that encompass all required documents including justifications for selection or non-selection.
  • Perform the full range of staffing services for special programs such as the Pathways, outreach, Hiring People with Targeted Disabilities, Veterans Hiring, Automated systems Functionalities, Recruitment/career Fairs, audits, reports, data calls, and conduct training on a wide range of staffing, recruitment, and classification functions.
  • Serve as a technical expert providing the full range of support to applicants, managers and supervisor performing a variety classification and staffing related special projects.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience or General experience for this position includes:
  • Providing technical advice and guidance to management on human resource initiatives such as: recruitment and placement, classification and position management; AND
  • Applying HR laws, policies, regulations and procedures as it pertains to the review of position descriptions, evaluation statements, job analyses, vacancy announcements, certificates of eligible and pay setting services for General Schedule (GS) employees or equivalent; AND
  • Performing human resources staff acquisition work that includes applying Title 5 regulations and merit staffing procedures or equivalent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
