Duties

Help

  • Enforces Family Child Care Program management policies and regulations to protect children and the Air Force; initiates inspections of family child care homes and providers; and analyzes, evaluates, and documents program violations.
  • Provides and monitors curricula and training for both family child care providers and children; assesses development of children in family child care homes; and pursues parental education and involvement.
  • Serves as the focal point for the United States Department of Agriculture (USDA) Child and Adult Food Program (CAFP) for the family childcare program.
  • Performs a variety of duties in support of the Family Child Care Program to include participation in suitability evaluations, management of resources, establishment and maintenance of a resource-lending program, accomplishment of required reports, creation and maintenance of necessary documentation and files, and carrying out of public relations tasks.

  • This position is subject to provisions of the DoD Priority Placement Program. -- Disclosure of Political Appointments
  • The position may be designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees may be required to pass initial and periodic short notice drug testing.
  • Works an uncommon tour of duty. May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict or staffing shortages.
  • IAW 34-144 and DoD Certification requirements, a pre-employment physical examination with a renewal at least every 3 years is required. - Must be physically and behaviorally capable of performing the duties of the job.
  • Must be able to obtain and maintain certification for Cardiopulmonary Resuscitation (CPR), First Aid, rescue breathing, and Food Handlers Training, ServSafe. Must complete applicable Virtual Lab School (VLS) courses.
  • The work may require the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver’s license. An annual driving record check will be required.
  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.
  • DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) check will be completed on any person selected for this position.
  • May be locally, or command designated as Mission Essential (ME); performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. (DoDI 3020-42)
  • May be assigned to a Centrally Managed position.
  • Mission-Essential positions perform a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Program
  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Agency Check (LAC) and a National Agency Check with inquiries (NACI) is required
  • May be assigned to a Bargaining Unit position
  • Positions in non-foreign locations may be eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions.

BASIC REQUIREMENT:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child or youth development, family studies, or an equivalent field of study. NOTE: You MUST submit copies of your transcripts.

OR
COMBINATION OF EDUCATION AND EXPERIENCE:
-- Courses equivalent to a major in child or youth development, family studies, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in the field of child or youth development or family studies. NOTE: You MUST submit copies of your transcripts.

AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience include professional knowledge of the principles, concepts, methodology, and practices of child and youth development to manage a family childcare program. Knowledge of applicable regulations and policies to ensure family childcare homes and providers are in compliance. Knowledge of criteria, methods, and practices used to evaluate qualifications and suitability of childcare applicants and providers. Skill in conducting inspections to ensure adequacy of childcare in family childcare homes. Skill in identifying and modifying curricula to meet the physical, intellectual, emotional, and social developmental needs of children.

EDUCATION:
Master's or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You MUST submit a copy of your transcripts.

OR
COMBINATION OF EDUCATION AND EXPERIENCE:A combination of progressively higher-level graduate education and experience may be used to satisfy the specialized experience requirement for this position if the computed percentage of the education and experience is at least 100%. NOTE: You MUST submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Professional knowledge of the principles, concepts, methodology, and practices of child and youth development to manage a family childcare program.
  2. Knowledge of applicable regulations and policies to ensure family childcare homes and providers are in compliance.
  3. Knowledge of criteria, methods, and practices used to evaluate qualifications and suitability of childcare applicants and providers.
  4. Skill in conducting inspections to ensure adequacy of childcare in family childcare homes.
  5. Skill in identifying and modifying curricula to meet the physical, intellectual, emotional, and social developmental needs of children.
  6. Skill in promoting the Family Child Care Program to include informing and educating potential users, providers, parents, and officials.
  7. Ability to gather and analyze information; complete a variety of reports; and establish and maintain program documentation and records.
  8. Ability to communicate effectively both orally and in writing.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
