Duties

Help

  • Responsible for planning, coordinating, and implementing all aspects of airlift mission schedules in support of Air Mobility Command and/or supported Combatant Commands. Acts as the focal point for the planning and coordinating of worldwide AMC airlift mission routes. The planning activities range from routine sustainment to quick reaction responses to real-world crises.
  • Conduct air transportation operations studies to include utilization and cost issues and monitors and evaluates air operations reports to determine inadequate, inefficient, costly, or excess availability based on trends and patterns. Analyzes management information reports on air operations missions, airlift schedules, carriers, military and commercial capabilities, discrepancies, problems, efficient movement, destinations and frequency, funding, schedules, etc.
  • Evaluates day-to-day operations and manages aircraft allocations to ensure safe, efficient and economical use of air operations/carrier services. Provides expertise in determining and overseeing the amount of passenger airlift required to move passengers across validated channels worldwide on both commercial and organic airlift; validating and monitoring the movement of AMC passengers via International Airlift Agreements.
  • Resolves a variety of conventional transportation operations problems, questions, or situations. Analyzes and resolves complex problems of a procedural or factual nature. Provides expert knowledge of transportation requirements to ensure efficient, safe, and economical air operations. Responds and resolves conventional problems identified by aerial ports/terminals, other functional areas, and customers using the AMC airlift system.
  • Serves as a member of working groups; attends meetings; and prepares oral and written briefings, point papers and staff summaries within established suspense. Maintains contacts with headquarters staff personnel, AMC unit level transportation functions, employees, and representatives of other Federal agencies and/or private industry.

  • Employee must be able to work independently under pressure for varying periods of time, to resolve/provide solutions to a myriad of problems requiring air operations expertise and may be required to work overtime.
  • May be required to work varying hours and possibly rotating shifts, to include responding to short- notice contingency operations.
  • Position requires performance of periodic ancillary training as directed by DoD, Air Force, AMC, and 618 AOC (TACC).
  • Workload may require weekend/holiday work and uncommon hours.
  • Must be available during contingency/emergency response operations, and as required by supervisor, shift work may be required as part of the Contingency Response Cell (CRC) or as directed by a supervisor.
  • Position requires periodic on-call duty to support worldwide operations and short-notice, high priority missions.
  • Must be able to obtain and maintain a SECRET security clearance.
  • Must have knowledge in the proper handling of classified documents.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Position, Air Transportation Operations Specialist Series, 2150.

SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of the basic principles, concepts, and methodology used in air transportation operations.

EDUCATION:
One full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience as described above may be used to qualify for this position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS GS-07: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Practical knowledge of industry practices and procedures, air operations and the established regulations, requirements, and techniques related to an air transportation operations functional program. This knowledge is used to perform independent work involving specified segments of large projects or well-defined projects of a lesser scope that require the application of standardized airlift management methods and procedures. Knowledge of established air transportation operations regulation applicable to all the armed Services and their transportation information systems, used to provide the organization with the proper airlift capabilities as required.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Knowledge of air transportation operations is used to perform independent work involving specified segments of large projects or well-defined projects of a lesser scope that require the application of standardized airlift management methods and procedures. Knowledge of established air transportation operations regulations applicable to all the Armed Services and their transportation information systems, used to provide the organization with the proper airlift capabilities as required. issues. Practical knowledge of DoD unique transportation systems such as GATES and GDSS to ensure passengers are appropriately booked on scheduled airlift. Practical knowledge of Air Force practices and procedures to provide inputs on transportation system use and developments to satisfy user requirements.

  • Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  • Ability to plan and organize work and consult effectively with co-workers.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS09/11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the basic principles, concepts, and methodology used in air transportation operations.
  • Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
  • Ability to effectively communicate information clearly, orally and in writing.
  • Ability to gather and analyze basic facts and draw conclusions.
  • Ability to learn the operation of automated data systems.
