Duties

Help
  • Responsible for directing, implementing, coordinating, or overseeing one or more of a variety of management programs impacting the Bureau.
  • Plans and conducts special studies, personally or through team members, provides advice to managers of headquarters functions, and develops and evaluates policies in assigned areas of responsibility.
  • Develops policies, issuances, and directives. Responsible for providing oversight and coordinating the identification, analysis and issuance of policies with managers and top level officials of the Bureau .
  • Responsible for developing, implementing, and monitoring sophisticated management information systems that focus on the Bureau’s progress in executing long and short range plans , implementing policies, and managing programs
  • Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience applying knowledge of infectious diseases, such as HIV/AIDS, malaria, tuberculosis, and polio, to support policy implementation.
  • Experience analyzing and supporting U.S. national security and foreign policy objectives, including interpreting policy guidance and aligning program efforts with strategic priorities.
  • Experience conducting strategic planning and budget integration, including linking program performance metrics to budget formulation, justification, and decision-making processes.
  • Experience supporting U.S. Embassies and collaborating with international partners to advance U.S. policies and programs.

There is no substitute of education for specialized experience for the GS-13 position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):  

Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. 

Your score from the external assessment (Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

  • Knowledge of infectious diseases (e.g., HIV/AIDS, malaria, tuberculosis, polio) and their impact on global health programs.

  • Ability to build partnerships across diverse, cross-cultural environments.
