Duties include but are not limited to:

Supervision

  • The incumbent plans, directs, and coordinates work of the budget section. Oversees the daily operation of the Budget section, ensuring that HCS policies and priorities are being followed in accordance with underlying concepts of Appropriations Law. Directs and advises on the conduct of the work and sets priorities. Assigns work to subordinates based on priorities, difficulty of the work assignments and the capabilities of the employee. Adjusts assignments to meet changing programs, emphasis and workload. Develop performance standards and evaluates work performance of subordinates, and gives advice, counsel, or instruction to employees on both technical and administrative matters. Interviews candidates for positions in the Budget section and makes recommendations for appointments, promotion, or reassignments. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases. Identifies developmental and training needs of employees and provides or arranges for needed development and training. Develops and establishes an efficient and economical optimum balance between economy, efficiency, skills utilization, employee motivations, and employee development.
Resource Management
  • The incumbent establishes internal controls and audit programs for all aspects of resource management to ensure that personnel and dollars are used effectively and in accordance with VA regulations.
  • The incumbent will lead the formulation, presentation and execution of budget and target allowance for all VANTHCS programs.
  • The incumbent will perform budget formulations including preparing detailed analyses and estimates of annual funding needs for current and future budget years. Reviews historical data of how funds were utilized within the administered program. Prepares estimates for projected budget(s).
Regulations/Policies
  • The incumbent clarifies procedures, interprets regulations, policy revisions, appropriation acts and/or recommendation actions, and operational methods to obtain and/or compile budgetary data. Determines impact of new and revised regulations and directives on budget technical programs, the effect of these changes on the present cost, accounting and budgeting procedures,
    and the validity of new or revised budget and execution requirements.
  • Discusses implementation of same with Service Chief and establishes policy. Implements instructions and directives to Medical Center organizations governing preparation and submission of required data.
Financial Advise
  • The incumbent works closely with Engineering and the VISN Capital Asset Manager (CAM). This includes coordinating the availability of funding, with the type of project to be awarded, and at the right time.
  • The incumbent is an ex-officio member of the Medical Center Resource Management Committee (RMC). The incumbent supports the RMC as directed by the Committee Chair and Chief of Fiscal.
  • The incumbent has a working knowledge of Veteran's Equitable Resource Allocation (VERA) national funding methodology and provides education to appropriate staff regarding specific VERA data. This includes knowledge of patient classification system as wells as knowledge of annual VERA run which provides the allocation to each Network then to the facility using the
    Medical Center Allocation System (MCAS) to allocate funds to the facilities.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2026.

TTime-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of budget execution to monitor the execution of a budget with many different sources and types of funding, analyze and evaluate continual changes in program plans, funding, and their effect on financial and budget program milestones, ability to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions, possesses keen analytical skill in performing staff work to support financial reports used in determining the impact of changes in personnel salaries, expenses, and related costs on levels of program effort for current and future-year budgets, and highly skilled in written and oral communication of technical data topics to include budget planning, programming, budgeting, and executing of public funds.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
