As a HOUSING OFFICER (TITLE 32),GS-1173-9, you will manage the housing at the Marseilles training area which includes such temporary quarters as barracks, BOQ's, BEQ's, and VIP housing as well as other troop buildings (e.g.. administrative buildings, and dining facilities).

Major Duties - This is NOT an all-inclusive list:

  • Formulate tenant directives and instructions within the framework of installation housing requirements concerning assignments, terminations, inspections, maintenance, cleanliness, conservation of utilities, and other housing activities.
  • Perform evaluations of the cleanliness, maintenance, and habitability of quarters.
  • Supervise warehousing operations responsible for receiving, storing, and issuing furnishings and equipment.
  • Determine annual requirements and formulate budget estimate for operating supplies, maid service, laundry service, custodial services.
  • Interpret and utilize studies such as operational costs versus collections or study of trends observed which indicate changing space requirements of troops.
  • Provide performance standards and completes or reviews employee performance of both state and federally employed subordinates.
  • Develop and implement a variety of directives and instructions concerning the full range of billeting activities for application by residents and lower level housing personnel.
  • Resolve controversies and problems that arise over the assignment of space such as at the housing of a major training area.
  • Develop recommendations and planning documents containing justification for housing resources.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement.   • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

  • May be required to successfully complete a supervisor probationary period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted, Minimum Rank SGT, Maximum Rank SSG.

SPECIALIZED EXPERIENCE: GS-09 - MUST possess specialized experience, which includes at least 12-months at the lower-level GS-08, coordinating movement and accountability of equipment. Experience conducting audits and preparing reports. Experience which demonstrated the knowledge of basic principles, techniques, and methodology pertaining to the management planning, scheduling, coordinating and efficient use of Government-owned housing facilities. Experience developing and implementing a variety of directives and instructions concerning the full range of billeting activities for application by residents and lower-level housing personnel.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
