Duties

Help
  • You will serve as the Deputy to the Force Safety Officer who provides safety and occupational health oversight, inspection, and support for all Commander, Naval Air Force Atlantic afloat and aviation commands.
  • You will utilize RMI on a daily basis in order to monitor aviation mishap reporting, to include assisting in drafting CNAL mishap endorsements, managing system access of all Force commands and managing CNAL mishap and hazard recommendation closeout.
  • You will be responsible for the management, operation and oversight of Naval Air Forces Atlantic Safety Directorate, consisting of Aviation Safety and Industrial Hygiene branches.
  • You will assist with safety and occupational health activities that include aviation, maritime, industrial, traffic, off-duty, fall and environmental protection.
  • You will evaluate, from a safety and occupational health perspective, highly hazardous occupations and complex operations found aboard afloat units and aviation commands.
  • You will manage AIRLANT naval aviation activities (Force) compliance with the Naval Aviation Safety Management System (SMS), OPNAVINSTY 3750.6 Series, and other applicable safety directives.
  • You will ensure all Force commands establish and maintain an aggressive naval aviation Safety Management System, which includes the detection, investigation, and elimination of hazards in naval aviation.
  • You will advise the Force Safety Officer, Safety Manager and Staff in developing Command policies, procedures, and programs relative to safety and occupational health within the general framework of applicable laws, regulations and standards.

  • Assignments may require long periods of standing, walking, bending, stooping, climbing vertical ladders, and entering confined spaces.
  • Incumbent will be required to be onboard ships.
  • Duties may bring exposure to high temperatures and high noise level areas. The incumbent may be exposed to strong odors or fumes from painting, fuels, or chemicals used in the work processes.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Production and/or shipboard areas require safety precautions such as working near operating machinery, moving vehicles, and cranes; down in dry docks; on and around scaffolding or in areas of high noise levels.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Incumbent’s responsibility to self-transport in an expeditious manner between job sites in the local area of the incumbent’s permanent duty station with reimbursement of costs in accordance with the Joint Travel Regulations.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • May be required to ride navy ships at sea. Travel may be by commercial (air, rail, POV, etc.) or government-operator (military aircraft, vessels, or vehicle government-chartered carriers).

Qualifications

GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying comprehensive knowledge of Navy SOH, and Environmental and Fall Protection and SMS policies, regulations, standards, principles, practices, procedures, laws, and objectives applicable to performing a full range of complex safety and occupational health management and administrative responsibilities across the afloat and aviation force.
  • Experience administering guidance, direction and technical expertise, training and assistance to CNAL subordinate commands.
  • Experience evaluating and advising on subordinate commands' SOH safety, environmental and fall protection, and SMS, identify actual and potential hazards and explain the need for applying specific safety measures where unsafe conditions are encountered.
  • Experience conducting techniques and procedures applied by practitioners in the general SOH specialty areas sufficient to review, evaluate, and advise on a range of projects as they relate to respiratory protection, heat stress, industrial hygiene, medical surveillance, safety training, and hazardous communication programs.
  • Experience performing skills in written and oral communication sufficient to develop reports and persuasive presentations, briefings, and position papers.
  • Experience utilizing knowledge and working capability of the ESAMS and RMI programs in order to accomplish related daily SOH, and SMS operations.
