Duties

Help

The incumbent serves as a Supervisory Emergency Management Specialist within the DEM, and functions as Chief, Planning and Evaluation Branch (PEB), with primary responsibility for supervising and overseeing the execution of the emergency planning and emergency management function at NIH and for providing overall direction, coordination, management, and evaluation of all facets and components of the program within DEM, in line with the vision and direction of the Division Director for DEM. The major duties and responsibilities include:

  • Serves as the expert technical advisor/consultant on all issues related to emergency management.
  • Serves as a liaison and representative of the NIH with emergency preparedness organizations, state offices and in national emergency response organizations under the leadership of the HHS.
  • Works with the NIH components, Division Directors, other supervisors, Federal and non-Federal agencies, as well as other organizational components to disseminate emergency management and preparedness information.
  • Is instrumental in the development of emergency management and preparedness for the NIH.
  • Represents the Director, DEM in conferences and meetings with high level officials from other Federal and non-Federal agencies whose emergency management policies and activities are related to DEM operations for NIH.

  • The incumbent must be able to obtain and maintain a TOP SECRET Clearance with Sensitive Compartmented Information access (TS/SCI). The incumbent is required to continuously maintain TS/SCI eligibility as a condition of continued employment.
  • The incumbent may be called in during non-duty work hours to take care of unexpected problems or an emergency situation, and is required to report for duty when so requested by a supervisor.
  • Incumbent will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.
  • This position has an occasional travel requirement of not more than 20% of the time.
  • At the supervisor’s discretion, this position may offer work schedule flexibilities: telework (work from home on an ad hoc basis) and alternative work schedules.
  • A one-year supervisory trial/probationary period may be required upon selection/ placement.
  • This is a Testing Designated Position.
  • Incumbent must submit to and successfully pass an urinalysis drug screening prior to appointment. The incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
1) managing and coordinating emergency planning and training/exercise programs, plans, and activities.
2) providing leadership, guidance, and consultation on emergency planning and training/exercise programs, plans, and activities.
3) collaborating with emergency response organizations and other emergency management organizations and agencies.
4) developing policies and procedures for emergency planning and response.
5) planning and participating in emergency management readiness exercises.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.

  • This position is designated as an "emergency essential" position and the selected candidate will be considered an "emergency essential" employee and will be required to be available, ready, willing, and able to report for duty under all circumstances (e.g., inclement weather, government closings and holidays, lapses in appropriations, non-emergency and emergency situations) for operation 24 hours a day and 365 days per year coverage.
  • Based on your appointment, a one or two-year trial/probationary period may be required. A decision regarding your continued employment with NIH will be made as you near the end of this period.
