Summary

The selectee will supervise all current and future non-clinical Lead MSA's assigned to the Primary Care Clinics and Community-Based Outpatient Clinics (CBOC). Specialty Clinics. The Supervisor will report to the Director of Primary Care. Supervisory Program Specialist. The incumbent is responsible for overall development, coordination and management of all AMSA staff assigned to Primary Care Service the outpatient specialty clinics, to enhance and facilitate access to health care services. He/she will provide guidance and assistance to staff on personnel issues. The incumbent will communicate, interpret and advise on federal and agency personnel policies, regulations and procedures. The Supervisory MSA will plan and direct programs for the outpatient clinics and will have full supervisory responsibility for supervising several Lead MSA subordinates: The Supervisory MSA will assign and evaluate the work of subordinate staff; resolving complex problems to ensure patient services are met. The Supervisory MSA will evaluate new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance and taking disciplinary action when necessary. The Supervisory MSA will ensure that all AMSA staff assigned complies with all components of the 1230 VHA Scheduling Directive pertaining to their role. The Supervisory MSA will have full administrative and professional responsibility for planning and directing the Lead MSA's activities and will be responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management.

Work Schedule: Monday through Friday, 7:30 a.m. to 4:00 p.m. (some variation may be required based on the needs of the Service).

Qualifications


Basic Requirements:

Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3g.).

Experience and Education.

(1) Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or

(2) Education. One year above high school; or

(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

In order to qualify for the GS-08 grade level; applicants must also have the following experience requirements.

Grade Determinations: For the GS-8: Applicant must possess at least one year of specialized experience equivalent to the next lower level (GS-07). Examples of Specialized Experience but not limited to: Supervisory MSAs plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility. Assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. Extracting and analyzing data in order to provide reports in support of performance measures to senior management.

(a) Experience. One year of experience equivalent to the [GS-7] grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting.

(b) Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

  1. (c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:

    i. Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.

    ii. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.

    iii. Ability to provide briefings, orientations, staff development, and training in a patient support setting.

    iv. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
    (a). The appointing official may, under unusual circumstances, approve reasonable deviations to the grade determination requirements for MSAs in VHA whose composite record of accomplishments, performance, and qualifications, as well as current assignments, warrant such action based on demonstrated competence to meet the requirements of the proposed grade.

    (b). The placement of individuals in grade levels not described in this standard must be approved by empowering the team to collaborate and resolve problems within a complex systems environment.
