Summary

This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Office of Records Management, Records Review and Release Division (CA/PPT/S/RM/RRR). The incumbent determines the release or denial of passport information under the provisions of the Freedom of Information Act (FOIA) and the Privacy Act (PA) and conducts liaison activities with USG, State and local law enforcement agencies and the general public.

Duties

Help
  • Reviews and evaluates a broad range of requests for the release of documents or information related to passport adjudication.
  • Provides authoritative guidance, advice, and assistance to program staff regarding FOIA/PA policies and procedures, and their application to the most complex cases.
  • Articulates and communicates to the team, the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Researches and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness and efficiency, and the quality of work products.
  • Briefs senior officials concerning FOIA laws, regulations, and procedures in general and in relation to high profile cases of special interest to the Bureau.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in analyzing requests for the release of records under the Freedom of Information Act (FOIA) to determine the appropriate disposition.
  • Experience in evaluating problems, preparing clear, concise written conclusions on FOIA issues.
  • Experience in establishing internal controls for safeguarding improper access and disclosure of information.
  • Experience in analyzing and evaluating trends and patterns of information requests.

There is no substitute of education for specialized experience for the GS-14 position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  Responses to questions that are not fully supported by your resume may result in a rating adjustment. 

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):

Your score from the external assessment Non-supervisory will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

Top applicants may be referred to the hiring manager for further consideration. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: 

  • Ability to implement and administer a Freedom of Information Act and Privacy Act Program.
  • Ability to interpret laws, regulations, and procedures.
  • Knowledge of statutes, policies. and regulations governing Record Management.
  • Ability to use qualitative and quantitative methods to analyze, assess, and improve program effectiveness.
  • Ability to lead teams. 
  • Ability to communicate effectively orally and in writing.
