POSITION DUTIES: This position is located in an information management organization. The purpose of this position is to function as a technical specialist on issues relating to the wide area network (WAN) and local area network (LAN) systems and their integration in the network. The work involves network administration, optimization and performance in support of the supports the state's wide area command and control integrated network.
MAJOR DUTIES:
1. Performs a variety of network device configuration and connectivity tasks.
2. Executes procedures and coordinates corrective action to optimize network performance. Installs, configures and monitors tested and evaluated software packages that provide performance measurements of the WAN/LAN.
3. Implements the standard configuration software loads for all network devices. Utilizes benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems.
4. Uses remote management software tools to maintain and update configuration, protocol and user/system files.
5. Documents and tracks change to configuration, protocol and user/system files.
6. Executes appropriate action to ensure backup processes are completed.
7. Evaluates the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems.
8. Coordinates the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies.
9. Implements plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods.
10. Monitors distribution of applications and upgrades ensuring compliance with regulations and copyright laws.
11. Implements procedures to ensure accurate records of authorized users of distributed software are maintained.
12. Implements the standard operating procedures for all devices on the network.
13. Reviews and evaluates proposed software. Provides input to briefings and presentations on the complexities of the installation networks. These briefings provide the basis for long-range decision planning relating to C4 network project management.
14. Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels.

This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Incumbent must complete appropriate training and obtain/maintain required certifications IAW DoDI 8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level II or III within 9 months of hire.

GENERAL EXPERIENCE: Experience that provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Experience that demonstrated accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, assignments would show, on the basis of general design criteria provided, experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Accomplishments, in addition to those noted for the GS-9 level, normally involve the following, or the equivalent:
Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization;
Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and
Adaptation of guidelines or precedents to the needs of the assignment.

Area 3: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.
