Duties

Help
  • Directs, implements or oversees one or more of a variety of management programs impacting the Bureau (annual & strategic program planning, program budgeting, acquisition planning & administration, and reporting to external oversight organizations).
  • Interprets government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities.
  • Develops policies, issuances, and directives.
  • Responsible for developing, implementing, and monitoring sophisticated management information systems that focus on Bureau progress in executing long and short-range plans, implementing policies, and managing programs.
  • Plans, develops, and coordinates planning management through briefings, presentations and conferences for executive management.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

 NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience applying a wide range of qualitative and quantitative analytical methods to develop processes and measurable indicators for assessing the effectiveness of workforce programs, including analyzing Civil Service and Foreign Service workforce data, such as Language Designated Position (LDP) inventories, speaker pipeline data, and projected position demand, to support strategic human capital planning and policy reform initiatives.
  • Experience collecting, maintaining, and analyzing workforce program data and managing information systems, program databases, and tracking systems to support long- and short-range workforce planning; including developing data consolidations, bureau-level position analyses, and management reporting products that inform program resource decisions for senior leadership and policy officials.
  •  Experience applying analytical and diagnostic methods to advise on the impact and effectiveness of programs.

There is no substitute of education for specialized experience for the GS-13 position.

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores.  Resumes longer than two pages will be deemed ineligible and will not be considered further.

Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

  • Knowledge of advanced management and organizational skills, including the application of a wide range of qualitative and quantitative methods, in order to develop processes and measurable indicators for maintaining, improving, and assessing program effectiveness.
  • Ability to communicate in writing to develop policy, guidance, instructions, and reports of findings and recommendations.
  • Knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau’s program planning, budgeting, contracting, evaluation or other activities related to accomplishing its mission.
  • Skill in communicating orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
