This position serves as the Deputy Director of Operations for USTRANSCOM. The incumbent will support the USTRANSCOM mission to provide full-spectrum global mobility solutions and related enabling capabilities for supported customers' requirements in peace and war.
As the Deputy Director of Operations, you will serve as a key member of the senior leadership team, sharing full responsibility for directing the full spectrum of global mobility operations. In this role, you will:
Provide executive leadership and direction for a diverse team of over 540 military, civilian, and contractor personnel. Oversee a vast operational portfolio including Current and Global Operations, Cyberspace Operations, Mission Assurance, Joint Training, and Strategic Integration.
Direct the 24/7/365 Global Operations Center, synchronizing the dynamic, worldwide repositioning of strategic air, sea, and land mobility assets to meet global mission requirements in support of Combatant Commands.
Champion the integration of defensive cyberspace operations, ensuring the seamless fusion of cyber capabilities, intelligence, and planning to protect and enable the USTRANSCOM mission.
Act as the command's primary liaison and advisor on mission assurance, readiness reporting, and emergency management. Coordinate with component commands, the Joint Staff, and other federal agencies on security and continuity of operations (COOP) initiatives.
Develop and issue strategic guidance and instructions to subordinate commands and staff, ensuring alignment with the command's objectives. Represent USTRANSCOM at the highest levels of government, engaging with senior executives to influence program and policy decisions.
In the absence of the Director, provide seamless leadership continuity, assuming full responsibility for the directorate's global mission and providing historical knowledge and direction.

Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
Position requires travel under conditions specified in the DoW Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications

A. MINIMUM QUALIFICATIONS:
1. Education Requirement: An undergraduate degree is desired. A master's or advanced degree is highly desired. In addition, extensive experience in military operations is highly desired.
MANDATORY TECHNICAL QUALIFICATIONS (TQs):Applicants must reflect superior technical qualifications demonstrated through leadership and management. A separate narrative statement is not required--this information should be embedded within the resume.
Expert/experiential knowledge of DoW logistics enterprise, DoW supply chain process, general business supply chain practices, Joint Capability Integration and Development Systems analysis process, and a broad and thorough knowledge of deployment and distribution systems used across the Joint Deployment and Distribution Enterprise.
Demonstrated success in leading large complex strategic global Operations across the domains of air, land, sea, space and cyber, including establishing policies and procedures, requirements validation, resource allocation, balancing managerial, technical and functional considerations, and directing operational support and assessment while sustaining successful engagement and alignment with inter/intra-agency partners.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES.
Education
This position does not have an education requirement; however, an undergraduate degree is desired. A master's or advanced degree is highly desired.

In addition, DoW requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities. Executives must demonstrate an ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. This information should be embedded within the resume.
Tiering: The Department of the Air Force structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department.
Salary: $151,662.00 - $209,600.00 per annum. (DAF Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and/or bonuses.
