As a SUPERVISORY IT SPECIALIST (SYSANALYSIS/PLCYPLN) at the GS-2210-14 some of your typical work assignments may include:

  • Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of Joint Communications Support Element (JCSE) tactical communications mission and Global Enterprise Network (GEN), Modernization Programs, functions and activities.
  • Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
  • Establishes, develops, and maintains effective working relationships with senior officials across JECC, USTRANSCOM, Joint Staff, Service Program Element Managers (PEMs), Combatant Commands, and external agencies, and represents JCSE in high-level DoD and industry forums.
  • Establishes the overall strategy and execution plan, reporting directly to and acting in alignment with the Chief Innovation Officer (CINO), by integrating the command's Technology Road map and Technical Evolution Plan into program execution, ensuring all technology investments and projects directly support the command's strategic goals and address the operational needs of Combatant Commanders.
  • Exercises comprehensive financial and logistical oversight for the $16 million dollar Modernization Program and $7 million dollar maintenance costs to ensure fiscal stewardship and long-term capability readiness.

Qualifications

You may qualify at the GS-14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Demonstrated experience managing end-to-end large-scale IT program/projects, from initial planning and acquisition to operational execution. This includes entire lifecycle budget planning and execution for new projects to managing the recurring sustainment costs for operational capabilities.
  • Demonstrated experience as a formal supervisor of a civilian multidisciplinary team, which must include writing performance plans, conducting appraisals, and managing employee development and counseling. Utilizing subordinate supervisors to direct and oversee the work of subordinate organizations.
  • Experience providing technical leadership and oversight to an multidisciplinary engineering branch by reviewing their technical designs and proposed solutions to ensure they meet strategic and operational requirements.
  • Demonstrated experience leading and presenting at periodic program reviews to a wide range of stakeholders, from action officers to the executive level. This must include the ability to tailor and communicate complex program, technical, and financial information to effectively report on status, justify resources, and manage stakeholder expectations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
