Duties

Help
  • Serves as a senior coordinator for business systems requirements across WMS, DSS, VSM, TM, and NWBC, managing the full lifecycle from elicitation to maintenance for all portfolio applications.
  • Evaluates feasibility, cost-effectiveness, and compliance of business system requirements, ensuring technical integrity and alignment with mission needs throughout the analysis phase.
  • Defines system interface requirements for automated information systems (AIS) supporting DLA logistics, coordinating data exchange protocols and integration points with ancillary systems.
  • Manages application incidents via ServiceNow (SNOW) for warehouse functionality, resolving issues related to receiving, inventory management, and transportation to ensure continuity.
  • Translates approved business requirements into detailed system Functional Specifications, bridging the gap between user needs and technical design to guide system modifications.
  • Designs and develops robust IT solutions that satisfy complex business requirements while ensuring architecture meets functional goals and integrates with existing infrastructure.
  • Leads design studies and briefings to communicate development strategies, facilitating walkthroughs and collaborative sessions to ensure stakeholder alignment on system architecture.
  • Executes comprehensive test plans and scenarios, managing test data preparation to validate system integrity and ensure high-quality software deployments within the DLA environment.
  • Monitors system performance and analyzes operational issues, developing and implementing corrective actions to maintain optimal system health and resolve technical bottlenecks.
  • Maintains audit readiness by managing end-to-end processes and internal controls, ensuring a comprehensive understanding of manual and system processes to support compliance.

Qualifications

To qualify for a IT SPECIALIST (SYSANALYSIS), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Designs and executes comprehensive test plans, scenarios, and data validation protocols for complex software modifications to ensure strict adherence to business specifications and system requirements.
  • Leads the elicitation, evaluation, and analysis of complex business system and interface requirements, prioritizing feasibility, cost-effectiveness, and technical integrity for integrated logistics platforms.
  • Conducts independent technical research and investigations into emerging technologies to optimize the design, documentation, and implementation of mission-critical applications.
  • Provides senior-level technical support and functional analysis for integrated logistics business systems, specifically focusing on the Warehouse Management System (WMS) and Distribution Standard System (DSS).
  • Manages audit readiness end-to-end processes and internal controls within a process management functional area, encompassing both manual and automated system workflows to ensure regulatory compliance.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
