Summary

The incumbent reports to the Chief of Medicine and serves as an advisor to the Supervisory Management and Program Analyst, working closely with other clinical and non-clinical services to ensure coordination in the delivery of medical services. The incumbent provides the Chief of Medicine Service and the Supervisory Management and Program Analyst with and objectively based information for making decisions on the programmatic aspects of organizational operations and management.

Help

As the Program Analyst for Medicine Service, the incumbent collaborates with the Supervisory Management and Program Analyst to provide comprehensive administrative support to the Chief of Medicine Service. The incumbent engages in high-priority projects and conducts complex analyses related to Medicine Service performance goals and measures. The incumbent advises the Chief of Medicine and the Supervisory Management and Program Analyst based on evaluations and in-depth analyses of resource utilization, workload, and productivity data for Medicine Service, contributing to performance improvement and organizational efficiency.

- Serves as an evaluator, advisor, and performance improvement advocate for the Service and for inter-service activities in which Medicine Service plays a role.

- Functions as a resource and program analyst for the Medicine Service.

- Serves as an advisor and consultant to the Chief of Medicine Service, Section Chiefs, and the Supervisory Management and Program Analyst.

- Engages in high-priority projects as assigned by the Chief of Medicine Service and the Supervisory Management and Program Analyst.

- Coordinates the overall administrative duties and tasks of the Medicine Service Administrative Office in the absence of the Supervisory Management and Program Analyst.

- Performs program cost analyses such as development of life-cycle timelines and cost-benefit or economic evaluations of programs. Independently conducts cost-effectiveness studies for clinical or administrative programs with service-wide and/or facility-wide impact. Reviews all aspects of new or established programs, including pertinent studies, policies, objectives, workload models, resource estimates, and utilization issues.

- Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line/operational programs.

- Evaluates processes and makes recommendations for effective organizational changes.

- Provides position management recommendations to the Chief of Medicine, Section Chiefs, and the Supervisory Management and Program Analyst. Responsibilities include advising on workload distribution across positions, determining appropriate skill mixes, and identifying workforce categories needed to accomplish the work. Develops major proposals requiring comprehensive analysis prior to recommending significant changes in workforce distribution, positions, and functional responsibilities. Also develops manpower utilization proposals.

- Assists the Supervisory Management and Program Analyst with budgetary analysis and fund control point management. Monitors budget allocation and execution to ensure clinical and program objectives are met. Tracks the use and rate of expenditure of allocated funds through ongoing communication with subspecialty Sections and clinical areas within Medicine Service.

- Assists with the formulation of new policies and procedures and revises existing Medical Center and Service-wide policies as necessary. Drafts new and revised Medical Center Memoranda and similar documents that become official policy upon appropriate review and concurrence. Drafts responses to action items tasked through the Chief of Staff, Director's Office, VISN, or VACO. Prepares controlled correspondence and researches and provides written responses to patient complaints concerning Medicine Service providers and employees.

- Assists the Supervisory Management and Program Analyst with personnel management activities for Medicine Service. Performs a range of HR-related duties including, but not limited to, recruitment actions and salary-related documentation.

- Uses MS Word or comparable word-processing software to perform office automation functions such as storing and retrieving electronic documents and files, activating printers, inserting and deleting text, formatting reports and memoranda, and sending/receiving email. Uses MS Excel or comparable spreadsheet software to develop and modify spreadsheets for graphical data displays. Uses MS PowerPoint or comparable graphics software to develop presentation materials. Utilizes the Veterans Health Information & Technology Architecture (VistA) and related Medical Center computer systems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Qualifications for GS-11:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Program-wide and Service-wide operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied is required. Additionally, the incumbent must possess knowledge of major issues, Medicine Service goals and objectives, work processes, and administrative operations of the organization. The position requires effective written and oral communication skills. Communication skills required to present recommended changes and/or improvements to the overall operations of the Pulmonary Sleep Disorders Program and the Medicine Service.
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher- level graduate education leading to such a degree or LL.M., if related.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond; equivalent combinations of successfully completed graduate level education (in excess of the first 2 full years of graduate level education) and specialized experience to meet the total experience requirements.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
