Summary

The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the George E. Wahlen VA Medical Center (VAMC) within the Facilities Management Service (FMS). The incumbent reports directly to the Administrative Officer (AO), FMS. The purpose of this position is to serve as a Program Specialist responsible for program administration, data analysis, compliance oversight, contracts and procurement coordination in support of multiple FMS programs.

Duties include but are not limited to the following:

  • Serves as the primary Program Specialist for one assigned Facilities Management Service (FMS) program area (e.g., Projects/Interior Design, Clinical Engineering (Biomed), Utility Systems Repairer Operator (USRO)/Maintenance and Operations, Safety, or EM/GEMS).
  • Provides full administrative and programmatic oversight for the assigned program and functions as the subject matter expert on administrative and operational processes that support program execution.
  • Plans, coordinates, and evaluates program activities to ensure effective and efficient operations, aligning program objectives with FMS priorities and Medical Center mission requirements.
  • Monitors workload, resource utilization, and overall program performance, utilizing available data and performance metrics to assess effectiveness and identify trends or areas requiring attention.
  • Identifies operational issues, inefficiencies, or gaps in processes and develops recommendations for improvement, including workflow enhancements, process standardization, and resource optimization.
  • Coordinates closely with supervisors, program managers, and leadership to ensure program objectives are clearly defined, communicated, and achieved.
  • Provides ongoing support for program-specific administrative functions, including procurement coordination, budget tracking, and reporting requirements.
  • Ensures that program activities are executed in accordance with applicable policies, procedures, and organizational goals, while maintaining awareness of interdependencies with other FMS programs and operational areas.
  • Serves as the primary authority for data analysis, performance tracking, and maintains the Engineering KPI Dashboard reporting across all Facilities Management Service (FMS) programs, including the use of VHA Support Service Center Capital Assets (VSSC), GSAFleet.gov, the VISN Capital Asset Management (CAM) site, and other VA data systems.
  • Collects, analyzes, and interprets data from multiple sources to evaluate program performance, workload trends, and operational effectiveness.
  • Develops, maintains, and enhances dashboards, reports, and data tracking tools to monitor key performance indicators and support ongoing program oversight.
  • Ensures the accuracy, consistency, and integrity of data across all reporting systems by validating data inputs, reconciling discrepancies, and applying standardized data management practices.
  • Serves as a central point of coordination between FMS programs, Contracting, Logistics, and Fiscal Service to facilitate the timely and accurate development, submission, and execution of procurement actions.
  • Prepares or assists in the preparation of complete procurement packages, including all required documentation such as funding documents (2237s), Statements of Objectives (SOOs), Statements of Work (SOW/PWS), Quality Assurance Surveillance Plans (QASPs), market research, procurement plans, recommended sources, security checklists, independent government cost estimates (IGCEs), and other acquisition documents for goods and services above the micro-purchase threshold.
  • Other duties as assigned.
Work Schedule: Monday through Friday 7:30 a.m. to 4:00 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing full administrative and programmatic oversight for the assigned program and functions as the subject matter expert on administrative and operational processes that support program execution, plans, coordinates and evaluates program activities to ensure effective and efficient operations, identifies operational issues, inefficiencies, or gaps in processes and develops recommendations for improvement, provide ongoing support for program-specific administrative functions, including procurement coordination, budget tracking and reporting requirements. Collects, analyzes, and interprets data from multiple sources to evaluate program performance, workload trends, and operational effectiveness. Develops, maintains, and enhances dashboards, reports, and data tracking tools to monitor key performance indicators. Prepare or assist in the preparation of complete procurement packages.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond a masters or equivalent graduate education may be used to qualify applicants for the GS-11 level..
Preferred Experience: Two years of experience working in Facilities Management Service, administratively supporting one of the following customers:
  • Interior Design/Projects, Biomed, USRO/M&O, Safety, or GEMS/Emergency Management.
  • COR I or COR II certification.
