Summary

The primary purpose of this position is to serve as a Team Leader responsible to their supervisors or managers for assuring that the work of their assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities. This position performs official lead duties over three (or more), subordinate professional employees with primarily journeyman level job experience by directing/overseeing projects and assignments.

Duties

Help

DUTY 1: Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.

DUTY 2: Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members expertise, experience, competence, workload availability, work priorities and team member functional development.

DUTY 3: Performs budget formulation work involving preparation of detailed analysis and estimates for funding needs for one or more future years.

DUTY 4: Conducts financial and cost reviews to determine resource requirements based on actual and forecasted workload.

DUTY 5: Conducts special studies requested by leadership to provide guidance, direction, or action on established policies, procedures, regulations, or directives.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in leading a financial management team; performing complex budget formulation, execution, and Planning, Programming, Budgeting, and Execution (PPBE) activities; developing cost estimates and funding justifications; and analyzing financial data to resolve funding issues and advise leadership on resource requirements.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Comprehensive knowledge of Congressional, agency and OMB financial management and program objectives.
  • Knowledge of computerized financial systems and budgetary processes and procedures; precedents and controls; and policy, guidelines and regulations for providing procedural guidance on budget administration.
  • Basic knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
  • Ability to develop new methods and techniques of budgeting applicable to the forecasting of long-range funding needs and to select and apply a variety of analytical methods and techniques to budgetary processes and special studies.
  • Ability to utilize AoP principles and concepts to lead a team of subordinate personnel through coaching, communication, planning, organizing, and direction to facilitate work assignments.
  • Ability to gather, assemble, and analyze data to prepare financial cost estimates, develop alternatives and funding requirements, and make recommendations to resolve financial/funding problems. Ability to lead a team, devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current systems and processes.
  • Ability to communicate clearly and effectively, both orally and in writing.
DESIRED QUALIFICATIONS:
  • A bachelor's or advanced degree in business administration, economics, finance, or another related field is highly desirable. Experience with multiple appropriations and reimbursable customer orders is also highly desirable.

You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
